Federally Qualified Health Centers Grant Program (FQHC) - Nebraska Department of Economic Development Federally Qualified Health Centers (FQHC) The FQHC Grant Program is authorized and further described within Neb. Rev. Stat.

§ 81-12,241. 01(3)(b). The Nebraska Department of Economic Development (DED) will provide grants, not to exceed $20,000,000.

00, to Federally Qualified Health Centers located in a city of the metropolitan class. Such grants shall be used for persons receiving services under subsections (g), (h), or (i) of section 330 of the Federal Public Health Service Act, 42 U.S.C. 254(b), as such section existed on January 1, 2023.

For more information about persons receiving services under subsections (g), (h), or (i) of section 330 of the federal Public Health Service Act, please refer to 42 U.S.C. § 254(b). In summary, eligible persons include: (g) migratory and seasonal agricultural workers.

(i) residents of public housing. What Can the Grants Be Used for? Grant funds must be used for persons receiving services under subsections (g), (h), or (i) of section 330 of the Federal Public Health Service Act, 42 U.S.C.

254b, as such section existed on January 1, 2023. Such persons include the following populations: Migratory agricultural workers are individuals whose principal employment is in agriculture, who have been so employed within the last 24 months, and who establish for the purposes of such employment a temporary abode.

Seasonal agricultural workers are individuals whose principal employment is in agriculture on a seasonal basis and who are not migratory agricultural workers.

Homeless individual means an individual who lacks housing (without regard to whether the individual is a member of a family), including an individual whose primary residence during the night is a supervised public or private facility that provides temporary living accommodations and an individual who is a resident in transitional housing.

) Residents of public housing are identified as those individuals residing in dwelling units in a mixed finance project that are assisted by a public housing agency with capital or operating assistance and individuals living in areas immediately accessible to such public housing. Who is Eligible to Apply? The FQHC Grant Program application will be open to Federally Qualified Health Centers located in a city of a metropolitan class.

In addition, to be eligible for the Federally Qualified Health Centers Grant Program, an applicant organization must be named in the coordination plan or appendices by the Economic Recovery Special Committee of the Legislature dated January 10, 2023. gov/reports/econrec. php . A Federally Qualified Health Center, as defined in 42 U.S.C.

§ 1395x(aa)(4), is an entity: (i) receiving a grant under section 330 of the Public Health Service Act [ 42 U.S.C. 254b]; or (I) is receiving funding from such a grant under a contract with the recipient of such a grant, and (II) meets the requirements to receive a grant under section 330 of such Act [ 42 U.S.C.

254b]; (B) based on the recommendation of the Health Resources and Services Administration within the Public Health Service, is determined by the Secretary to meet the requirements for receiving such a grant; (C) was treated by the Secretary, for purposes of part B, as a comprehensive Federally funded health center as of January 1, 1990; or (D) is an outpatient health program or facility operated by a tribe or tribal organization under the Indian Self-Determination Act [ 25 U.S.C.

5321 et seq.] or by an urban Indian organization receiving funds under title V of the Indian Health Care Improvement Act [ 25 U.S.C. 1651 et seq.]

A city of the metropolitan class is defined in Neb. Rev. Stat.

§14-101 as all cities which have attained a population of four hundred thousand inhabitants or more as determined by the most recent federal decennial census or the most recent revised certified count by the United States Bureau of the Census. Qualified Census Tract: A QCT is defined in 26 U.S.C. 42(d)(5)(B)(ii)(I), as such section existed on January 1, 2022.

Nonprofit: Pursuant to the Supplementary Information promulgated with 31 C. F. R.

Part 35 the definition of nonprofit includes 501(c)(3) and 501(c)(19) organizations. Crime Prevention: Comprises strategies and measures that seek to reduce the risk of crimes occurring, and their potentially harmful effects on individuals and society, including fear of crime, by intervening to influence their multiple causes.

Internships: Defined as the position of a student or trainee who works in an organization to gain work experience or satisfy requirements for a qualification. Partnership with the city : Defined as An organization listed in the City of Omaha’s 2022 budget as a recipient of the Mayor's Community Services Fund; or An organization that has received a signed memorandum of support by the City of Omaha dated on or after September 1, 2022.
