They should be sufficiently detailed to show what service will be delivered and at what cost. What is the Best Value for Money Principle in the context of Financial Support to Third Parties (FSTP) Voucher Funding?

In general, when procuring external services with FSTP vouchers under Horizon Europe, beneficiaries must ensure that costs for purchasing goods, works or services—including those of External Service Providers—are eligible and compliant with the principle of sound financial management . This means that services must be purchased in a way that ensures Best Value for Money.

In essence: Selection should aim for the most advantageous combination of price and quality (i.e. the best price–quality ratio), not just the lowest price. It requires a cost-effective choice that appropriately balances cost, quality and relevance to the action’s objectives .

Best value for money reflects the broader obligation that all costs must be reasonable, necessary for the action, and compliant with sound financial management principles.

It does not automatically require formal competitive procedures for every purchase, but if multiple offers are not obtained, beneficiaries must be ready—if audited—to demonstrate and justify that the selected service represents best value for money (e.g., by showing market-value, past tenders, market consultations, etc.).

Conflicts of interest must be avoided in all procurement processes (please see here for more information) Can an applicant purchase a product with this funding? No, not as a standalone purchase. FIERCE FSTP vouchers are intended to fund services , not products or equipment.

A product may only be eligible if it is strictly necessary for delivering an eligible service and is inseparably linked to that service (for example, a software app required to provide a specific technical service). This allows for two evaluation batches: Cut-off date: 28 February 2026 (17:00 CET). Applications submitted by this date will be evaluated in the first round. Successful applicants will be onboarded in March 2026.

Final deadline: 31 March 2026 (17:00 CET). Applications submitted after the first cut-off will be evaluated in the second round. Successful applicants will be onboarded in April 2026.
