CEAP is designed to assist low-income households in meeting their immediate energy needs and to encourage consumers to control energy costs for years to come through energy education. The CEAP involves the integration of all LIHEAP-funded programs, thereby enhancing the efficiency and effectiveness of services provided to clients and eliminating duplication of services.
The CEAP is administered through subrecipients, which collectively cover all 254 counties of the state. Comprehensive Energy Assistance Program Homeowners and renters can use this website to create an account and apply for assistance.
Help for Texans is administered by the Texas Department of Housing and Community Affairs (TDHCA) with funding from the federal Low Income Home Energy Assistance Program (LIHEAP) and federal Low Income Household Water Assistance Program (LIHWAP). The program provides eligible households with financial payments made directly to the utility company on the household's behalf.

Brazos Electric Ratepayer Hardship Fund Texas Department of Community Affairs The Texas Department of Housing and Community Affairs is the state agency responsible for affordable housing, community and energy assistance programs, colonia activities, and regulation of the state's manufactured housing industry.
The Department currently administers $2 billion through for-profit, nonprofit, and local government partnerships to deliver local housing and community-based opportunities and assistance to Texans in need. The overwhelming majority of the Department's resources are derived from mortgage revenue bond financing and refinancing, federal grants, and federal tax credits.
All TDHCA divisions regularly interact with other state and federal agencies, the state legislature, housing and community development organizations, community assistance agencies, lending institutions, real estate interests, the media, and other public sources.
Texas Department of Community Affairs Bill Payment Assistance for Burned Veterans U.S. military veterans burned in combat and residing in the CoServ Electric service area may qualify for bill-payment assistance from May to October in conjunction with Senate Bill 981 . Weatherization Assistance Program TDHCA operates the Weatherization Assistance Program with funds from the U.S. Department of Energy (DOE), and the U.S. Department of Health and Human Services Low Income Home Energy Assistance Program (LIHEAP). WAP is designed to help low income customers control their energy costs through installation of weatherization materials and education.

ACO's mission is to transform lives by providing essential human and social services in its communities. ACO provides free comprehensive human services to help families avoid hunger and homelessness and gain financial security. Services Offered: Access to CCA's client-choice food pantry, critical rental and utility assistance, seasonal income relief programs, senior services, essential life skills and job readiness training, pastoral and professional counseling. CCA provides comprehensive rescue, relief, and restorative services that aim to fully equip struggling clients with the skills and resources that they need to transition from financial crisis to self-sufficiency.
