Maximum character limit of 4000 characters reached. Goal Specific Commission Grant Goal Specific Project Grant Through this Grant funding, First 5 Shasta (F5S) is offering up to $15,000 per year in competitive grants to fund Goal-Specific Projects. Grant awards will range from $1,500 to $5,000.
This will be an annual competitive grant cycle. The cycle will be open for approximately 5 weeks, and after the deadline grant applications will be reviewed by a committee, who will make recommendations for award. The grant cycle will open April 28th and close on June 2nd, with a 1-year contract period (July 1, 2025 - June 30, 2026).
Grant applications will be accepted by F5S from April 28, 2025 to 11:59 p. m. on June 2, 2025.
Applications will be reviewed on a rolling basis until the deadline or until funds are depleted, whichever comes first. F5S will notify applicants whether their request was funded or not funded. All funded applicants will be required to sign a contract.
Once F5S receives the signed contract, funds along with the fully executed contract will be mailed to the grantee within 30 days. Week of the Young Child Grant Through this funding, First 5 Shasta (F5S) is offering support in the development and implementation of projects for Week of the Young Child 2026.
The Week of the Young Child Grant offers up to a total of $10,000 to support project costs associated with local Week of the Young Child (WOYC) events, activities, and services that benefit children ages 0-5, their families, pregnant women, and providers working on behalf of young children in Shasta County. Support will be in cash awards for a minimum of $100 and a maximum of $700 and/or awards of children’s books.
#### WOYC Grant Funding Guidelines Please make note of the following criteria and restrictions for grant funds: * Proposed projects must take place at a Shasta County location during the WOYC, April 11-18, 2026. * Proposed projects must be a specific activity or event for children 0-5 and their families. * Proposed projects must be non-discriminatory.
Children's events must be offered in tobacco-free and alcohol-free environment. * An agency with multiple sites will need to submit an application for each site. No more than $1,400 will be awarded to an agency with multiple sites.
* Funded projects may not charge a fee for services or activities provided as part of WOYC. * Book purchases will not be funded. Instead, books listed on the application are available to be requested in addition to or instead of a cash award.
* Preference will be given to funding public events. WOYC grant applications will be accepted by F5S from January 6, 2026 to January 27, 2026. The deadline for applications is January 27, 2026 at 5:00 p.

Through Supportive Community Sponsorship Grant funding, First 5 Shasta (F5S) is offering a total of $32,000 for community-driven activities that benefit pregnant women, children ages 0-to-5, their families, and providers working on behalf of young children. Support will be awarded for a minimum of $1,500 and a maximum of $15,000.
Supportive Community Sponsorship Grants demonstrate how a moderate budget can nurture an increasingly vibrant 0-to-5 environment for young children and their families.
Projects may include, but are not limited to: * Community collaborative support * Special events including conferences, workshops, trainings, and community events * Scholarships to groups to attend trainings, workshops or conferences * Media (development and placement, traditional and alternative) * Promotions (materials, advertising, alternative) #### Sponsorship Grant Funding Guidelines First 5 Shasta funds cannot be used to supplant or take the place of funding for existing services, including existing staff time.
Funds must be used to create, enhance, or expand services. Current F5S grantees cannot use Sponsorship Grant funds to supplement or expand their existing F5S scope of work or budget. * The contract period is not more than one fiscal year.
Programs will not be automatically renewed for funding once they end. * Funded organizations and collaborative partners are strongly encouraged to allocate a portion of their existing revenue and resources to support the activities in this Request for Applications (RFA). Through Good Neighbor Grant (GNG) funding, First 5 Shasta (F5S) is offering a total of $30,000 per year to support project costs for efforts that benefit pregnant women, children ages 0-5 their families, and providers working on behalf of young children. Support will be awarded for a minimum of $500 and a maximum of $1,500. GNG supply small amounts of funding that can make a big difference.
First 5 Shasta aims to attract a diverse range of partners, both newcomers and traditional early childhood organizations, by offering Good Neighbor assistance.
Projects may include, but are not limited to: * Community event support * Education projects or activities * Projects that provides goods or services directly to families with young children * Training for service providers working with young children and their families Good Neighbor Grant Funding Guidelines GNG will be offered in two $15,000 funding cycles : * Summer/Fall 2025 (July 1, 2025 through December 30, 2025) * Winter/Spring 2026 (January 12, 2026 through April 30, 2026) GNG requests are accepted by F5S on an on-going basis during each open funding cycle or until dedicated funds for that cycle are exhausted, whichever comes first.
For Cycle 2 applications must be received by 11:59 p. m. on April 30, 2026.

The Community Advocacy Fund supports grassroots, provider-led advocacy projects that elevate the voices of early childhood educators and families. The goal is to strengthen awareness, improve working conditions, and advance equity in early childhood education. Projects should demonstrate direct involvement of providers and be designed to create sustainable impact in the community.
Grants are available up to **$5,000** per project, with a minimum request of **$1,000**. **Projects should advance at least one of the following priorities:** 1. **Elevating Provider Voices** – amplifying lived experiences and perspectives of ECE providers in public spaces.
2. **Policy and Systems Advocacy** – influencing decision-makers on issues such as compensation, working conditions, and access to care. 3.
**Community Awareness & Engagement** – raising public understanding of the importance of ECE and the challenges providers face. 4. **Family-Provider Partnerships** – empowering families and providers to advocate together for children’s well-being.
The Community Advocacy Action Fund Application requests are accepted by F5S on an ongoing basis from **January 1, 2026 to April 30, 2026** or until dedicated funds are exhausted. We will launch another cycle in the Fall, with applications opening in **July 2026**.
**Please make note of the following criteria and restrictions for this grant type:** **First 5 Shasta (F5S) Grant Funding Guidelines** * Licensed family child care providers, center-based providers, Head Start/Early Head Start staff, or alternative child care providers. * ECE provider-led collaboratives or small groups. * Organizations may apply if the project is provider-led.
* Projects without prior leadership and advocacy experience. * Individuals or organizations outside the prenatal–age 5 space. **Allowable Use of Funds:** * Stipends for providers to participate in advocacy activities, not to exceed $50 per hour.
* Convening costs (meeting space, food, childcare during events). * Training/workshops on advocacy skills. * Transportation to advocacy-related events.
**Non-allowable Use of Funds:** * An entity cannot receive more than one grant from a single grant type in a fiscal year. An entity may apply for multiple grant types in the same fiscal year if the funding requests are for separate projects or activities. * Multiple applications for different grant types are allowed if each supports a distinct project or service for children and families.
* F5S funding cannot replace existing funding sources. * Direct child care tuition or scholarships. * Capital improvements (playground equipment, furniture, etc.).
* Staff salaries not connected to advocacy activities. * Political lobbying for candidates. **Examples of Eligible Projects:** (The following are illustrative examples; applicants are not restricted to these types of projects.)
* **Community Roundtable:** Hosting a town hall where providers and families share challenges with local elected officials, school districts, and employers. * **Public Awareness Event:** A “Day in the Life of a Provider” exhibit at the library or community center showing the importance of provider work and challenges faced. Host a film screening of an approved film to raise awareness of provider working conditions.
* **Family-Provider Coalition:** Forming a parent-provider advocacy group that meets regularly to identify issues (like child care access or wages) and present recommendations to decision-makers. * **Employer Engagement Project:** Partnering with local businesses to encourage adoption of family-friendly workplace policies (on-site childcare, flexible schedules, subsidies).
**Grant Funding Process:** F5S Staff will exercise discretion in responding to grant requests. Requests will be evaluated by F5S Staff based on the following criteria including, but not limited to: * Clear alignment with funding priorities. * Demonstrated provider leadership.
* Feasibility of the project within the funding amount and timeline. * Potential for community impact. * Creativity and innovation.

0** **First 5 Shasta (F5S)** is offering early childhood professionals and emerging professionals within Shasta County the opportunity to participate in the **Practitioner's Voice (PVCA) 2. 0 Leadership and Advocacy Cohort**. The PVCA Leadership Cohort will complete a **Leadership and Advocacy in Early Childhood training series** over the course of **8 months (April 2026 – December 2026)**.
The training series will prepare providers to create meaningful change in local, state, and regional legislative processes related to early learning and care professions. Providers will be **compensated for a total of 16 hours** of training and advocacy time, at a rate of **$50 per hour**, for a total of up to **$800 in incentives** for completion.
There are **five total trainings** within the leadership cohort that will run from **April 2026 through December 2026**. Training will be hybrid, with some in-person and virtual convenings. Providers must commit to participating in **all training sessions** within the series.
Selected participants will be invited to provide input on the best **dates, times, and locations** for the training sessions. **First 5 Shasta (F5S) Grant Guidelines** **Grant applications** will be accepted by F5S from **January 1, 2026 until March 15, 2026**. * Managers, supervisors, administrative staff, and directors within an organization serving young children and their families. * Any classroom position including classroom aides, assistants, associate teachers, teachers, substitutes, etc. * A minimum of **2 years working in the field of Early Childhood Education (ECE)**.
**Grant Funding Process:** Grantee shall receive **one payment of 50%** of the participation stipend in **April 2026**. The remainder of the grant funds shall be issued within **30 days of receipt of the final invoice and final report form**. The invoice and report must be submitted no later than **30 days after the contract end date**.
F5S Staff will exercise discretion in responding to PVCA Leadership Cohort requests. Requests will be evaluated by F5S Staff and the PVCA Administrative Team based on the following criteria, including but not limited to: * Applicant’s current role within an organization and/or role providing services to children **ages 0–5** and their families. * Applicant’s capacity to fulfill the training commitment.
* Dedication to creating positive change within the **ECE field**. F5S will notify applicants whether their request was **accepted or denied**. All funded applicants will be required to **sign a contract**.
Once F5S receives the signed contract, funds along with the fully executed contract will be mailed to the grantee within **30 days**. **At the conclusion of the PVCA Leadership Cohort, grantees are required to upload the following:** 1. **Proof of expenditures** with copies of receipts (if traveling).

Advocacy Professional Development Grant Through the **Advocacy Professional Development Grant funds**, First 5 Shasta (F5S) is offering sponsorship for professional development opportunities in local and state advocacy by funding **tuition and travel** for providers to attend leadership, policy, or advocacy workshops and seminars.
These opportunities should support professional growth, deepen understanding of policy systems, and may include certifications or credentials that strengthen the ECE workforce pipeline. **Grants are available up to $2,000** including flat rate travel funds, outlined below.
Professional development opportunities may include, but are not limited to: * Statewide Advocacy Trainings – e.g., attending Child Care Providers United (CCPU) leadership academies, California Child Care Resource & Referral Network policy trainings, or the Early Care and Education Advocacy Day at the State Capitol.
* National Leadership & Policy Institutes – e.g., ZERO TO THREE Policy Center’s Strolling Thunder Advocacy Training, National Association for the Education of Young Children (NAEYC) Public Policy Forum, or Children’s Defense Fund advocacy trainings.
* Local/Regional Workshops – e.g., Shasta County leadership development series, county-based civic engagement or advocacy workshops, or city council/public speaking trainings hosted by community foundations or chambers of commerce. * Equity & Policy-Focused Seminars – e.g., training on racial equity in early childhood policy, immigrant family advocacy, or health equity workshops related to prenatal-to-5 services.
* Conference Attendance with Advocacy Tracks – e.g., CAAEYC (California Association for the Education of Young Children) annual conference advocacy sessions, California Child Care Resource & Referral Conference, or the First 5 Association State Summit. First 5 Shasta (F5S) Grant Funding Guidelines Professional development grant requests will be accepted **January 1, 2026 to April 30, 2026** or until dedicated funds are exhausted.
We will launch another cycle in the Fall, with applications opening in **July 2026**. Approved attendees are responsible for scheduling their own travel to and from the conference. First 5 Shasta provides **flat-rate travel stipends** to offset the cost of participation in professional development opportunities.
Stipends are based on the **length and location** of the event and are intended to cover transportation, lodging, and meals. Actual costs may vary, but participants will not be required to submit receipts.
