Pre-Disaster Mitigation Grant Program Congressionally Directed Spending Managing Your Grant Resources The Pre-Disaster Mitigation (PDM) grant program makes federal funds available to state, local, tribal and territorial governments to plan for and implement sustainable cost-effective measures designed to reduce the risk to individuals and property from future natural hazards.
These mitigation actions also reduce reliance on federal funding after future disasters. The program is authorized by Section 203 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act .
Pre-Disaster Mitigation Congressionally Directed Spending The Homeland Security and Further Additional Continuing Appropriations Act, 2026 , authorizes funding for 125 projects for 40 states, tribes, territories and local communities for FEMA’s Hazard Mitigation Assistance PDM grant program.
