Flexible Technical Assistance Program | NYSERDA Pick a topic, get updates! Flexible Technical Assistance (FlexTech) Program Completing an energy study of your building can help you identify and evaluate opportunities to reduce energy costs and incorporate clean energy into your capital planning.
The FlexTech program shares the cost to produce an objective, site-specific, and targeted study on how best to implement clean energy and/or energy efficiency technologies.
Commercial, industrial, institutional, and multifamily facilities including small businesses and not-for-profits: Must pay into the electric System Benefits Charge (SBC) Not required for P-12 Priority Districts Limited funds available for industrial sites and affordable multifamily properties who do not pay into the SBC Small businesses and not-for-profits may also be eligible for a subsidized Green Jobs - Green New York Energy Study Upstate Public Housing Authorities may also be eligible for additional subsidized technical services .
Your Roadmap to Energy Savings Completing a FlexTech study provides building owners and operators with actionable recommendations that are tailored to their needs, helping make better investment decisions on energy projects.
A FlexTech study can help you determine: Which clean energy projects or building upgrades are right for you How to reduce your energy bills The payback on potential energy-related building upgrades How to develop a capital plan that includes clean energy components How to electrify your fleet of school buses Eligible study areas can include: Energy efficiency technical analyses Investigation of an advanced technology or system Creation of a long-term energy plan Investigation of deep energy savings Clean heating and cooling systems including air source heat pumps, ground source heat pumps, variable refrigerant flow, and solar heating and cooling Investigation of distributed energy resources School bus electrification studies FlexTech Program Application Review PON 4192 application steps and requirements and access the portal to begin and submit an application.

System Benefits Charge (SBC)/NYSERDA Clean Energy Fund NYSERDA is primarily funded by state ratepayers through the System Benefits Charge (SBC) / NYSERDA Clean Energy Fund on their electric utility bill.
These funds support energy-efficiency programs, research and development initiatives, low-income energy programs, and environmental disclosure activities.
Customers of the following utilities pay into the SBC/ NYSERDA Clean Energy Fund: Central Hudson (Central Hudson Gas & Electric Corporation) Con Edison (Consolidated Edison Company of New York, Inc.) National Grid (Niagara Mohawk Power Corporation) NYSEG (New York State Electric and Gas Corporation) Orange and Rockland Utilities, Inc. RG&E (Rochester Gas and Electric Corporation) To determine if you are paying into the electric SBC or NYSERDA Clean Energy Fund look at a recent electric bill from your utility company to see if “SBC” or "NYSERDA Clean Energy Fund" is listed as a charge.
