Food and Agriculture Defense Initiative National Animal Health Laboratory Network (FADI-NAHLN) The U.S. livestock and food sectors, which account for more than $150 billion in annual cash receipts, are under continual threat from outbreaks of foreign and emerging animal diseases.
Since 2002, these agricultural assets have been protected in part by the National Animal Health Laboratory Network (NAHLN), created through the cooperation of the USDA-APHIS Veterinary Service, NIFA, and State and University animal disease diagnostic laboratories. The NAHLN provides a framework for the coordination of federal and state animal disease diagnostic laboratory infrastructure, capabilities, and capacities.

In accordance with 7 U.S.C. 8308a , an "eligible laboratory" is a diagnostic laboratory that meets specific criteria developed by the Secretary, in consultation with State animal health officials, State veterinary diagnostic laboratories, and veterinary diagnostic laboratories at institutions of higher education.
To be eligible for funding, laboratories must work with the APHIS NAHLN Program Office to complete the NAHLN approval process and qualify as a Level 1, 2, or 3 NAHLN laboratory.
