What We Do – Office of Security Assistance Office of Security Assistance Bureau of Political-Military Affairs The Office of Security Assistance (PM/SA) plays a vital role in making America safer, stronger, and more prosperous.

Its activities strengthen U.S. national security, bolster the U.S. industrial base, and protect American interests by: * Enhancing the capabilities of foreign partner militaries to reduce dependence on the U.S. military. * Cultivating mutually beneficial security relationships. * Countering malign activities by adversaries.

* Creating skilled jobs in the United States through defense exports. ## Department of State Security Assistance Programs PM/SA manages security assistance activities through three foreign assistance accounts, authorized under Title 22 of the United States Code: 1. **Foreign Military Financing (FMF):** Provides military grant assistance for countries to acquire U.S. defense equipment, services, and training.

Through FMF, PM/SA: * **Promotes Burden Sharing**by equipping U.S. allies and partners to address shared security challenges, reducing reliance on U.S. forces. * **Enhances Interoperability**by ensuring partner militaries are compatible with U.S. and/or NATO standards, strengthening joint operations and crisis response capabilities.

* **Counters Malign Influence**by helping partners resist adversarial pressure through U.S. defense equipment and training aligned with American values and interests. * **Promotes Regional Stability**by fostering stability in key regions, reducing the risk of conflict, terrorism, and other threats to U.S. interests.

* **Supports the U.S. Economy**by funding the purchase of American-made defense equipment and U.S. training, creating skilled jobs and bolstering the U.S. industrial base. 1. **International Military Education and Training (IMET):** Promotes regional stability and defense capabilities through professional military training and education for international military students.

Provides valuable training and education on U.S. military practices and standards through technical and professional courses. Fosters critical military-to-military ties and cultivates relationships with defense leaders to address shared challenges collaboratively. Develops a common understanding of international security challenges.

2. **Peacekeeping Operations (PKO):** Supports numerous national security priorities, including Sinai stabilization efforts with Israel and Egypt, countering strategic competitors, building partner security capabilities, countering terrorism, and addressing maritime security threats. Provides advisory support services to develop partner defense institutions.

## Department of Defense Security Cooperation Programs PM/SA works to ensure more than 20 DoD security cooperation programs, authorized under Title 10 of the United States Code, align with U.S. foreign policy objectives. By statute, several DoD security cooperation programs require concurrence or coordination, or joint formulation in certain cases, with the Department of State.

PM/SA facilitates this coordination by: * Assessing alignment of proposed assistance with U.S. foreign policy and human rights priorities. * Determining whether Department of State restrictions prohibit or limit proposed Title 10 assistance. * Verifying appropriate third-party transfer and end-use monitoring assurances are in place prior to the provision of assistance.

* Liaising with DoD entities to deconflict and, in some cases, jointly formulate Title 10 programming.
