Euna Grants - Franklin County, OH - FY 2025 Title II Formula Grant Program FY 2025 Title II Formula Grant Program FY 2025 Title II Formula Grant Program This opportunity is for grant funding authorized by the United States Department of Justice, Office of Juvenile Justice and Delinquency Prevention and administered by the Ohio Department of Youth Services (ODYS) and the Franklin County Office of Justice Policy and Programs (OJPP).

OJPP is seeking applications for the Title II Formula Grant Program. The Franklin County Office of Justice Policy and Programs (OJPP) serves as the Metropolitan County Criminal Justice Services Agency for Franklin County and is directed by oversight of the Franklin County Board of Commissioners and the Franklin County Criminal Justice Planning Board.

OJPP provides oversight and support for many County initiatives including administration of formula and discretionary justice grants, systemwide reentry planning, domestic violence/intimate partner violence prevention and response services, juvenile delinquency and prevention services, efforts related to the local overdose crisis, and national Stepping Up initiative.

This funding opportunity furthers the mission of OJPP by supporting programs, services, and system improvement activities that reduce the likelihood that youths engage in delinquent behaviors that lead to arrest or contact with the juvenile justice system. Funding is intended to increase the availability of prevention programs and services for at-risk youth in Franklin County.

Applicants may apply for funding to provide services under one of two categories: CATEGORY 1: COMPREHENSIVE JUVENILE JUSTICE AND DELINQUENCY PREVENTION Funding in this category is strictly reserved for data-informed prevention, early intervention strategies, and localized systemic development.

Subgrantees must focus resources on high-need communities, specifically targeting high-risk jurisdictions to ensure equitable delivery of services. Eligible projects under this category must focus on reducing local juvenile arrests and preventing formal juvenile court referrals.

To achieve sustainable outcomes, allowable initiatives may include comprehensive landscape mapping to identify community service gaps, analyze systemic challenges, and diagnose the root causes of youth justice involvement.

Subgrantees are encouraged to utilize these funds to build and strengthen the local, multi-system collaborative infrastructure required to support at-risk youth and maintain effective diversion pathways over the long term. CATEGORY 2: POSITIVE YOUTH DEVELOPMENT (PYD) Positive Youth Development funds will support strength-based interventions within communities exhibiting high levels of systemic risk.

Projects funded under this area must deploy structured models that increase a youth's baseline sense of safety, belonging, efficacy, and self-worth. Subgrantees will track success using prescribed OJJDP performance measures across both social and academic domains.

PYD Program activities should include: • Pro-Social Engagement and Leadership Programs: Structured, safe after-school or community-based activities that foster teamwork, accountability, and positive peer relationship building.

• Mentoring and Tutoring Initiatives: High-quality adult or peer mentoring matches combined with academic support systems to ensure youth remain connected to and successful within alternative or traditional learning environments. • Strength-Based Skill Building: Programs offering life skills training, emotional regulation strategies, or workforce readiness to empower at-risk youth within the target service areas.

The target population is youth, ages 10 to 17, who are at risk of engaging in delinquent behavior or who have been identified as delinquent. All Franklin County communities are eligible for funding provided that the applicant demonstrates a need and substantiates the problem. However, due to the limited availability of funding, those communities with the greatest need may be deemed a priority.

The purpose is to assist states in addressing juvenile crime and delinquency at the local level. Applicants submitting proposals intended to serve Franklin County residents shall apply directly to OJPP. Applicants submitting proposals with a statewide impact, including Franklin County, shall apply directly to ODYS.

Expected Number of Awards Indirect Cost Description Indirect costs are limited to 15% of the modified total direct costs (MTDC). MTDC equal the sum of personnel and fringe expenses, travel, supplies, other costs and up to $50,000 for each sub-award, consultant and/or contract for services. When calculating the MTDC, exclude equipment, stipends, subsistence allowances, and facility rental costs.

Euna Grants is an online grant management system utilized by Franklin County to manage grant agreements. To gain access to the application, you must first register your organization in Euna Grants.

Once your organization completes the registration, you will be able to complete the submission of your proposal on the platform. Eligible applicants include: • Non-profit agencies that serve youth • Grassroots start-up agencies with local partnerships and credible references • Educational service centers • Social Service agencies • Community-based organizations with a history of providing services to youth As a condition of eligibility, all applicants must certify that they maintain written policies regarding conflict of interest and comply with all applicable civil rights laws and non-discrimination requirements.

Applicants must maintain internal policies and/or protocols to determine the suitability of individuals to interact with participating minors. While these documents do not need to be submitted with this application, successful applicants will be required to demonstrate compliance, including the submission of suitability determinations for all grant-funded staff, as a condition of receiving an official award agreement.

Award Administration Information Funding will be distributed on a reimbursement basis. Financial reports must be submitted quarterly to receive payment. Applicants are strongly encouraged to have an accounting system that tracks OJPP funds separately from normal operating costs.

The system should track revenues and expenses for each individual grant received by OJPP. Data collection and reporting is required. Programmatic reports must be submitted monthly and quarterly.

NOTICE OF FUNDING DECISIONS: Applicants will be notified of funding decisions in writing by OJPP via email to the email address provided on the application. Applicants that expend $1,000,000 or more annually in federal funds must have an independent audit that follows the requirements prescribed in 2 C. F.

OJPP will conduct one or more monitoring visits per year. Applicants will also be subject to one or more monitoring visits per year. Applicants will also be subject to desk monitoring or technical assistance meetings as deemed necessary by OJPP.
