Fund for Veterans Assistance - Grantseekers ⋆ Texas Veterans Commission Fiscal Year 27 (FY27) Request for Applications (RFA) are currently in review. All applications are moving through the review process as outlined in the FY 27 RFA. Applications will be notified with their application’ status.
TVC opens the Request for Applications (RFA) for grant application submission for 60 days between October and December each year. Exact dates are posted in early September.

All applications must be timely submitted electronically through the Grants Portal (Fluxx). No paper applications or other methods of submission will be considered for funding.
The Needs Assessment of Texas Veterans The Commission is authorized to use funds appropriated to the Fund for Veterans’ Assistance program to create grants addressing the needs of Texas veterans and their families, as determined through veteran needs assessment studies [PDF, 35. 30 MB] . Organization applications entered into the Grants Portal (Fluxx) outside of the application window will be deleted prior to the opening of the next application cycle. IRS Code §501(c)(19) Posts or organizations of past or present members of the Armed Forces. IRS Code §501(c)(3) nonprofit organizations authorized to do business in Texas; or IRS Code §501(c)(3) nonprofit organizations must be in existence longer than 2 years from the effective date of exemption on the IRS Determination Letter; or Texas chapters of IRS Code §501(c)(4) Veteran’s service organizations.
Not Eligible: Individuals, For-profit entities, Units of federal or state government, including state agencies, colleges, and universities, Organizations that have not fulfilled or maintained all legal requirements to operate in the State of Texas, Organizations that do not have current operations in Texas or a Texas-based chapter; IRS Code §501(c)(3) nonprofit organizations in existence less than 2 years from the effective date of exemption on the IRS Determination Letter.

FVA grants help qualified nonprofit organizations, Veteran Service Organizations, and units of local government address the needs of Texas Veterans and their families. 88 KB] FY27 Grant Program Requirements Annex A_FY27 Federal and State Statutes and Regulations Annex B_FY27 Grant Program Requirements FY27 General Assistance (GEN) Requirements FY27 Annex B Grant Requirements, Appendix 1 General Assistance Grant Program [PDF, 254. 77 KB] The General Assistance (GEN) Grant Program includes service categories that collectively support veterans, dependents, and surviving spouses who live in Texas.
The Service Categories are: Financial assistance that is temporary and intended to provide limited emergency assistance and financial relief for basic and essential needs to clients who demonstrate a financial need. Food Services are for meal delivery, food locker/pantry, prepared delivered meals, and safety/wellness checks of the client in their home.
Elder Care Services support the clients’ ability to age in place with dignity and to live independently. Family & Child Supportive Services Family & Child Supportive Services support clients by stabilizing relationships, reducing family stress, and promoting integration with their communities.
Homeless Services are for support for clients who are homeless or have transitioned out of a homeless status and are identified in the Homeless Management Information System (HMIS). Trade Skills Training Services Trade Skills Training Services provide training that supports clients to prepare for, secure, and maintain employment.
Trade Skills Training and education must not exceed 6 months in duration and must have exhausted “GI Bill” benefits. Training examples include (but are not limited to) computer programming, welding, electrician, heavy equipment operation, graphic design, HVAC, automotive repair, and dental assistance. This program may also assist with uniform or work attire, safety attire, and individual tools not to exceed $5,000.
Per Texas Government Code 434. 017(c)(2), this program includes legal aid, legal clinics and other legal services for civil courts provided at no cost to veterans, active-duty members of the United States Armed Forces, and members of the State Military Forces. Does not include criminal defense; justice-involved veterans may be eligible for grant-funded Veterans Treatment Courts instead.
Transportation services support veteran beneficiaries in their local area, county or region using organization’s fleet, public transportation, or ride shares. These services may provide transportation to/from medical, dental, mental health appointments, and transportation in support of basic needs (grocery stores, 24-hour care, community meetings, voting, court appearance, and tax offices).
Small Business Support Services Small Business Support Services supports the stabilization and growth of veteran-owned business to help maintain self-employment.
Includes entrepreneurship and small-business training programs no longer than 5 months in duration for veteran entrepreneurs; tools, equipment, and software or other related business products valued under $2,000; referral to small business financial lenders; and other small-business related services. Veteran small business support beneficiaries must be 51% or more as a veteran-owned business as verified by the Texas Veterans Commission.
Does not include direct financial support of the veteran-owned business, cash, or cash equivalents. Assistive Technology Services Assistive Technology Services provide products and equipment that increase, maintain, or improve the clients’ functional capabilities and promote independent living.
Pet Lodging and Veterinary Care Services Services support clients undergoing or seeking medical treatment or surgery by providing safe, reliable boarding options and veterinary care for pets. In accordance with the General Appropriations Act of the Texas 89th Legislative Session, Article I, Rider 19, a minimum of $1 million dollars will be funded for this program.

FY27 Housing for Texas Heroes (HTX) Requirements FY27 Annex B Grant Requirements, Appendix 2 Housing for Texas Heroes Grant Program [PDF, 564.
51 KB] Housing for Texas Heroes Grant Programs provide necessary beneficiary-owned housing modifications, for accessibility, critical repairs, and/or weatherization purposes for low-income veterans and surviving spouses. Eligible beneficiaries must (at a minimum): Low-Income beneficiaries are considered the highest priority for services. TVC grant funding is capped per street address.
Projects to improve home accessibility and quality of life for independent living . Modifications are for disabled or handicap beneficiaries, such as modified walkways, doors, kitchen, and bathroom accessibility. Includes (but not limited to) correcting dangerous housing conditions to make the home safe, such as plumbing, electrical, interior walls, and flooring.
Home repairs to improve the aesthetic of the home are not permissible. Weatherization projects are to correct the elements (wind/water) from entering the home, such as (but not limited to) sealing of doors, windows, siding, and roofing. Weatherization projects for energy efficiency upgrades are not allowed.
Since the Texas 83rd Legislative Session, & according to the annual budgeted funding a minimum of $1,194,772 dollars will be funded for this program (biennium minimum is $2,389,544). Organization Grants Awarded Yearly The Fund for Veterans’ Assistance administers the Commission’s Housing for Texas Heroes grants to local governments, non-profits, and veterans service organizations.

FY27 Veteran Treatment Court (VTC) Requirements FY 27 Annex B Grant Requirements, Appendix 4 Veterans Treatment Court Grant Program [PDF, 195. 01 KB] The Veteran Treatment Court Grant Program supports eligible units of local government in providing services through Veterans Treatment Courts as established under Texas Government Code §124.
001-. 006. Grant funding is intended to support rehabilitation for justice-involved veterans who live in Texas to best prepare them for reintegration into their community.
Treatment courts offer support, resources, and an accountable environment for veterans involved with the criminal justice system. Since the Texas 84th Legislative Session a minimum of $1. 5 million dollars will be funded for this program.
Local Government Grants Awarded Yearly The Fund for Veterans’ Assistance administers the Commission’s Veterans Treatment Court grants to local governments that operate a Treatment Court for veterans. Treatment courts must be certified by the Office of Court Administration to be eligible for grant funding. The Fund (or FVA) does not award funding directly to individuals for treatment court services.
FY27 Veterans Mental Health (VMH) Requirements FY 27 Annex B Grant Requirements, Appendix 3 Veterans Mental Health Grant Program [PDF, 273. 35 KB] The Veterans Mental Health (VMH) Grant Program provide three serve categories that collectively provide counseling and support to veterans, dependents, and surviving spouses who live in Texas.
Services are to improve quality of life, relationships, outlook, and successful integration with their communities. The VMH Service Categories include: Services and treatment include evidence-based practices (EBP) for diagnosed conditions or co-occurring conditions provided by a Texas Licensed Mental Health Professional (LMHP).
Supported conditions including but not limited to: trauma and stress related disorders, anxiety disorders; mood disorders; suicidal thoughts and behaviors; substance use disorders; Concerns related to identity; adjustment disorders; and marriage/family/relationship concerns.
Non-Clinical Mental Health Services Services focus on promoting mental health, wellness, prevention of mental health issues, short-term support, improving functionality in their community, peer counseling, and success coaching for those suffering from PTSD, depression, anxiety, and other mental health issues using alternative forms of therapy provided by a licensed social worker or certified peer support specialist.
TVC encourages Peer-Support Grant Applicants to also consider joining the TVC’s Veterans Mental Health Department’s Military Veteran Peer Network (MVPN)! This pilot program is for organizations accredited by the Assistance Dogs International (ADI) to provide trained service dogs to veterans diagnosed with post-traumatic stress disorder, traumatic brain injury, or military sexual trauma.
In accordance with the General Appropriations Act of the Texas 89th Legislative Session, Article I, Rider 13 & Texas Government Code Section 434. 029 a minimum of $1 million dollars will be funded for this program. TVC Offers Mental Health Provider Training TVC Veterans Mental Health Department (VMHD) provides training programs to licensed clinicians and any mental health professionals with training and technical assistance aimed at promoting military cultural competency. All training is free with CEU’s upon completion of the course.
See the registration request form and training descriptions at Providers – VMHD FY27 Veteran County Service Officer (VCO) Funding Opportunity The Veteran County Service Office (VSO) funding opportunity is for county governments that have a County Veteran Service Officer. Funding is available for all service categories within the General Assistance, Housing for Texas Heroes, and Veterans Mental Health grant programs.
VCSOs are eligible to submit one application per grant program and be awarded up to three (3) grants per grant period. County Governments may have 4 grants awarded, if including a VTC Grant. The VCSO is listed as the Project Coordinator a competitive advantage in the application selection process.
Texas Government Code §434. 07 (c-3) directs TVC to set aside no less than 5% of the available funding for VCOs who apply for FVA grants.
