This NOAA is issued in connection with the CY 2026 allocation round (Allocation Round) of the New Markets Tax Credit Program (NMTC Program), as authorized by Title I, subtitle C, section 121 of the Community Renewal Tax Relief Act of 2000 (P. L. 106-554) as amended.
Through the NMTC Program, the Community Development Financial Institutions Fund (CDFI Fund) provides authority to certified CDEs to offer an incentive to investors in the form of tax credits over seven years, which is expected to stimulate the provision of private investment capital that, in turn, will facilitate economic and community development in Low-Income Communities.
Through this NOAA, the CDFI Fund announces the availability of $5 billion of NMTC Allocation authority in this Allocation Round. In this NOAA, the CDFI Fund specifically addresses how a CDE may apply to receive an allocation of NMTCs, the competitive procedure through which NMTC Allocations will be made and the actions that will be taken to ensure that proper allocations are made to appropriate entities.

Funding Opportunities: Small Dollar Loan Program: FY 2026 Funding Round is sponsored by Treasury Department; Community Development Financial Institutions Fund. The CDFI Fund expands access to capital and related technical assistance across the United States through investment in and assistance to Community Development Financial Institutions (CDFIs). The Small Dollar Loan Program (SDL Program) is administered by the Community Development Financial Institutions Fund (CDFI Fund). Through the SDL Program, the CDFI Fund provides (1) grants for Loan Loss Reserves (LLR) to enable a Certified Community Development Financial Institution (CDFI) to establish a loan loss reserve fund to cover the losses on small dollar consumer loans associated with starting a new small dollar consumer loan program or expanding an existing small dollar consumer loan program; and (2) grants for Technical Assistance (TA) for technology, staff support, and other eligible activities to enable a Certified CDFI to establish and maintain a small dollar consumer loan program. Through the SDL Program Awards, Recipients will serve rural and urban communities across the nation that lack access to affordable consumer lending products. Amendment of Notice of Funds Availability for Community Development Financial Institutions Program; Revised Application Submission Deadline is sponsored by Treasury Department; Community Development Financial Institutions Fund. On January 17, 2025, the Community Development Financial Institutions Fund (CDFI Fund) published in the Federal Register (90 FR 6051) a Notice of Funds Availability (NOFA) inviting Applications for Financial Assistance (FA) or Technical Assistance (TA) awards under the Community Development Financial Institutions Program (CDFI Program) Fiscal Year (FY) 2025 Funding Round. On September 25, 2025, the CDFI Fund published amendments to the NOFA in the Federal Register (90 FR 46303). As specified in the NOFA amendments, Applicants that submitted an Application under the NOFA and that advanced to step 4 in the scoring/evaluation process were given an opportunity to update their Applications by 11:59 p.m. Eastern Time on October 27, 2025. However, the submission deadline was affected by the recent lapse in federal government appropriations. Therefore, the CDFI Fund is issuing this notice to revise the submission deadline from 11:59 p.m. Eastern Time on October 27, 2025, to 11:59 p.m. Eastern Time on April 10, 2026. Applicants that were notified by the CDFI Fund that they may update their previous Applications under the NOFA must submit such information by the revised deadline of 11:59 p.m. Eastern Time on April 10, 2026.
