## ECA Grant Opportunities The Bureau of Educational and Cultural Affairs (ECA) offers a variety of grant opportunities aimed at fostering mutual understanding and promoting American diplomacy. These grants support a wide range of programs, including educational exchanges, cultural programs, and professional development initiatives.
## Explore Current ECA Grant Opportunities LLOD was developed to strengthen existing public diplomacy efforts for emerging leaders and mid-level professionals and to help the Department of State quickly respond to new foreign policy priorities. LLOD exchanges allow for a rapid response, flexible project design that seeks to build self-sustaining global, regional, and country-based networks of practitioners.

2025-4. pdf)(PMP) (PDF) * Instructions and Mandatory Application Forms The U.S. Speaker Program is a nimble, rapid response public diplomacy tool that for more than 40 years has built lasting relationships between U.S. citizen experts and foreign decision-makers and other professional interlocutors that serve Administration priorities and the American people.
Programs will focus on America First priorities such as energy security, critical minerals, commercial diplomacy, freedom of expression, digital freedom, and AI. The program recruits experienced American experts from across the United States for in-person and/or virtual exchanges that advance America First priorities.
Through the program, American professionals establish and sustain linkages with key foreign audiences and institutions, which directly contribute to economic opportunities for Americans.
The program works with U.S. embassies and consulates to produce impactful in-person programs ranging from three days to three weeks in length; and virtual programs, which can take place on a single date and time and/or may be part of a continuing series. Given the condensed timeline for this program, the applicant can propose fewer participants, but should propose at least 130 inbound students. Participants will live with volunteer U.S. host families, attend high school, perform community service, develop leadership skills, and take part in American Excellence enhancement activities.

The objective of the Fellowship is to promote a better understanding of American society, history, and culture and engagement with American innovators, educators, and institutions for emerging African thought leaders. The Fellowship also builds and maintains a prestigious network of influential professionals in critical sectors in Sub-Saharan Africa.
Through structured networking with Americans, Fellows develop a lasting connection to America and affinity for the American people. The Fellowship directly supports U.S. foreign policy goals for Sub-Saharan Africa, including strengthening U.S.-Africa relations in trade, education, and diplomacy.
The Fellowship provides accomplished African innovators and professionals with six-weeks of rigorous academic and practical coursework at U.S. colleges and universities, an opportunity for approximately 50 Fellows to engage in the PDEs, and follow-on alumni programming. The Reciprocal Exchange component provides opportunities for U.S. citizens to travel to Sub-Saharan Africa for project-based engagement.

By highlighting U.S. leadership in film, television, gaming, and media arts, AFS opens new markets for American creative industries, attracts foreign investment, and reinforces the nation’s reputation as a global center for innovation and storytelling.
U.S. embassies play a key collaborative role by identifying and submitting program ideas and nominating participants, allowing AFS to deliver tailored engagements, such as lectures, masterclasses, residencies, screenings, and workshops, led by top industry professionals.

These activities will help equip an estimated 40-50 U.S. creators to succeed in international markets and forge long-term commercial partnerships. Tech Youth is a new three-week, U.S.-based youth exchange that will equip young innovators with essential technical, leadership, and entrepreneurial skills to lead effectively and succeed in emerging industries. Participants will gain hands-on experience through job shadowing, site visits to U.S. companies, meetings with industry leaders, and intensive coursework and hands-on training.
The program advances U.S. efforts to secure technological advantage over strategic competitors.
The program will support approximately 96 American and international participants from select countries worldwide (approximately 72 English-speaking international high school students and 24 U.S. high school students) in pre-exchange activities, the three-week U.S.-based exchange (to be conducted in summer 2027), post-exchange alumni engagement, and implementation of required capstone projects that address real-world economic and business challenges.
