FY 2027 State Aid to Localities with Police Departments “599” | Virginia Department of Criminal Justice Services OGMS Training & Resources UEI Number and SAM Registration FY 2027 State Aid to Localities with Police Departments “599” Eligibility Certification Deadline: August 4, 2026, at 5:00 p. m.
The Virginia Department of Criminal Justice Services is pleased to announce that the FY 2027 eligibility certification period for the State Aid to Localities with Police Departments (599) program is now open. In accordance with the Code of Virginia §9. 1-165 through §9.
1-172, the Department of Criminal Justice Services distributes State Aid to Localities with Police Departments, known as “599. ” For FY 2027, the General Assembly and Governor allocated $229,650,081 in funding. To receive funds, localities must complete the eligibility and certification forms through the DCJS On-line Grants Management System (OGMS) by 5:00 PM on Tuesday, August 4, 2026.
Eligibility for “599” Funds Current “599” recipients are eligible to recertify. To maintain eligibility, a locality must have a police department as defined in the Code of Virginia §9. 1-165, and all of the department’s law enforcement personnel must meet the state’s minimum training requirements.
Before the start of each year, the participating locality must certify to DCJS that it meets this criterion. Each locality must also certify that it will use the “599” funds to supplement, not supplant, local funds provided for public safety services.
