The Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement program seeks to promote safe outcomes during police encounters with persons in crisis through relevant training. Supported training programs must address one or more of the following areas of focus.

De-escalation tactics and alternatives to use of force Safely responding to an individual experiencing a mental or behavioral health or suicidal crisis Safe encounters with individuals with disabilities Successfully participating on a crisis intervention team Making referrals to community-based services and support Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement – Support for Law Enforcement Agencies Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement - Curriculum Integration for Law Enforcement Academies and State-Level Training Commissions Support for Law Enforcement Agencies Awards under this funding opportunity will be made to law enforcement agencies seeking to implement training and related supports on this topic.

Training is supported for law enforcement officers, support personnel employed by law enforcement agencies, and mental health professionals working on crisis intervention teams as employees of a law enforcement agency or under a legal agreement with a law enforcement agency.

Local Law Enforcement Agencies State Law Enforcement Agencies Tribal Law Enforcement Agencies Territorial Law Enforcement Agencies State and local governmental entities must comply with 8 U.S.C.

§1373, which provides that State and local government entities may not prohibit, or in any way restrict, any government entity or official from sending to, receiving from, maintaining, or exchanging information regarding citizenship or immigration status, lawful or unlawful, of any individual with components of the U.S. Department of Homeland Security or any other federal, state or local government entity.

This includes any prohibitions or restrictions imposed or established by a State or local government entity or official. $250,000 for agencies with a budgeted strength of less than 50 full-time sworn officers, $350,000 for agencies with a budgeted strength of 50–200 full-time sworn officers, and $500,000 for agencies with a budgeted strength of more than 200 full-time sworn officers. There is no local match required. Performance period for awards is 24 months.

Applicants will choose the appropriate path at time of application.

Successful applicants under the Academy Path will integrate de-escalation and crisis response concepts throughout a curriculum of instruction used to train sworn officer candidates within a law enforcement academy setting.

Successful applicants under the Commission Path will integrate de-escalation and crisis response concepts throughout the development of statewide law enforcement training standards or a program of mandated training for law enforcement officers. This publication describes a study that was conducted on the effectiveness of integrated curriculum in law enforcement academies and outlines potential promising practices that academies could employ to implement such models.

Academy Path: Law enforcement training academies that deliver a curriculum of basic law enforcement instruction required for certification and employment in sworn officer positions for state, local, tribal, or territorial law enforcement agencies Commission Path: State-level regulatory bodies with the authority to establish training standards or mandate training curriculum for law enforcement officers in the state, commonly referred to as Police Officer Standards and Training Commissions or Peace Officer Standards and Training Commissions (POST Commissions) State and local governmental entities must comply with 8 U.S.C.
