, ” or the “District ”) Department of Small and Local Business Development ( “DSLBD ” or the “Department ”) is excited to announce that it will be gin accepting applications for the Fiscal Year (“FY ”) 20 26 Certified Business Enterprise (“CBE ”) Sustainable Energy Grant s Program , beginning February 16, 202 6 at 10:00 am ET.

The CBE Sustainable Energy Grant s Program is a DSLBD initiative created to support CBEs in the Energy Efficiency (as defined in Appendix E), energy reduction, Electrification (as defined in Appendix E) , Renewable Energy (as defined in Appendix E) and other related Green Energy (as defined in Appendix E) markets.

In partnership with DC’s Department of Energy and Environment (“ DOEE ”), DSLBD supports CBEs by helping them prepare for opportunities with DOEE, DC Sustainable Energy Utility (“ DCSEU ”), and other Green Energy and sustainable energy procurement opportunities . Marketing and back -office services are key building blocks to prepare CBEs for contracting opportunities.

FY 26 CBE Sustainable Energy Grants provide direct support to small, resident -owned, and/or disadvantaged CBEs pursuing DCSEU contracting opportunities or opportunities with similar Green Energy and/or sustainable energy goals. 1 DSLBD intends to award up to sixteen (16) grant s with $291 ,000. 00 in total funding available for FY 26 .

CBE Energy Contract Services For this grant program , DSLBD seeks u p to t wo (2) CBE s to provide direct m arketing , back -office, and training services to strengthen CBE preparedness and competitiveness for Green Energy and sustainable infrastructure and energy -related procurement opportunities for at least 35 CBEs.

DSLBD intends to award up to two (2) grant s up to $60,000. 00 each from $120,000. 00 in available Energy Expansion Grant s For this grant program , DSLBD seeks up to four (4) DC - based business es to submit a funding proposal relat ed > 1Applicants for the CBE Energy Contract Services Grants and CBE Energy Business Support Lottery Grants must have an > active CBE certification.

CBE Certification is not required for applicants of the Energy Expansion Grant. DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 3 to Green Energy, Energy Efficiency/reduction, Electrification, and/or Renewable Energy projects .

The Energy Expansion Grant offers DC -based businesses an opportunity to access funding to enhance or scale their Green Energy business model through initiatives focused on Energy Efficiency /reduction, Electrification, and/or Renewable Energy . DSLBD intends to award up to four (4) grant s up to $50,000. 00 each from $100,000 .

00 in available CBE Energy Business Support For this grant , DSLBD intends to award up to ten (10) grants to CBEs, registered with DSLBD as Small Business Enterprises ( SBE ) and Resident -Owned Businesses (ROB ). Grantees will be selected via the CBE Energy Business Support Lottery .

Grant funds may be used to reimburse expenses incurred to maintain business operations and viability when pursuing contracts with DCSEU and similar entities in the Green Energy , Energy Efficiency/reduction, Electrification, and/or Renewable Energy industries. ] For this grant program, DSLBD will use a randomized lottery system to award eligible businesses up to ten (10 ) grant s up to $7, 100. 00 each from $71 ,000.

Expenses incurred without prior DSLBD approval. DSLBD will compare grantees’ proof of grant fund expenditures against approved costs set forth in the applicable grant agreement and disallow costs that do not comp ly with program requirements.

DSLBD will only approve the disbursement of grant funds to awardees who maintain required insurance coverage for the entirety of the relevant grant period, which includes the Period of Performance . DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 11 5.

Competitive Application The competitive portion of the CBE Energy Contract Services Grants and Energy Expansion Grants application s consists of four (4) sections per individual grant program . Each section correspond s with the scoring criteria listed in Section 6 of the RFA . The competitive portion of the CBE Energy Business Support Lottery Grant application consists of one section.

Please note that some questions allow applicants to upload additional document ation in support of their response(s) . CBE Energy Contract Services Grant s Section A: Organizational Expertise 1. Tell us who will be directly operating the proposed project and their relevant expertise and credential s.

3. Explain what area of support the proposed project will provide for CBEs and how many CBEs the proposed project will support. Provide the average cost per CBE for the support to be provided.

Note: There is a minimum requirement to provide services to at least 35 CBEs. 4. Explain the barriers that CBEs may face in pursuing energy -related contracts and how your proposed programming is critical for CBE success in procuring those Section C: Grant Utilization and Operational Planning 1.

CBE Energy Business Support Lottery Grant s > Applicants for the CBE Energy Business Support Lottery Grant must be listed as a nSBE and ROB in their > CBE registration and attest that: 1. The business did NOT receive a FY 2 5 CBE Green Business Support Lottery Grant. 2.

The business is open and operating. 3. The business has actively sought and continues to pursue contracting opportunities with DCSEU and other similar entities.

4. The person completing th e application is the business owner or an authorized representative applying with full knowledge of the business and its owner’s approval. 5.

If awarded a grant, the business will provide comprehensive documentation reflecting $7, 100 of qualified business expenditures, including full, bona fide receipts showing that the expenditures were made on or before September 30, 202 6. 6.

The business has not been reimbursed for the expenses submitted in connection to the FY 2 6 CBE Energy Business Support Lottery Grant by another DC Government agency or other business grant; and, if awarded, the business will not request reimbursement DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 14 for the expenses submitted in connection to the FY 2 6 CBE Energy Business Support Lottery Grant from another grant source.

7. The business has completed all reporting requirements for all DSLBD and DC Government grant s it received during the last two (2) years. 8.

10. The business is deemed an SBE and ROB . DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 15 The following criteria will be used to evaluate all eligible applications for the CBE Energy Contract Services Grants and Energy Expansion Grants .

Applicants are encouraged to review their proposals against these scoring criteria before submitting a final application. For a more thorough breakdown of the scoring criteria, see Appendix B.

A panel will review timely submitted and complete eligible applications. The review panel will score applications using the criteria The review panel may be composed of DSLBD partners, members of the public, and DC government employees, who will review eligible applications received by the submission deadline and score them against the above criteria.

DSLBD hopes to select a variety of awardees that will support DC’s goal to increase the participation and capacity of CBEs or District -based businesses in the Energy Efficiency The DSLBD Business Opportunities program team will review the panel’s recommendations and report them to the Director of DSLBD .

Taking the review panel’s recommendations into account, the Director of DSLBD will ultimately make the final determination of awardees. CBE Energy Business Support Lottery Grants DSLBD intends to select awardees through a lottery process for the CBE Energy Business Support Lottery Grant s. Applications will be assigned a random number by an automated system and recipients will then be selected through a randomized lottery.

The Director of DSLBD will finalize and announce the selected awardees. Applicants who are not awarded a grant can request a debriefing call with the DSLBD team. More details on DSLBD’s Applicant Debrief and Grievance Process are available here: https://dslbd.

Grant Award Notification DSLBD will notify successful applicants of its selection decision by email and send a Notice of Grant Award ( “NOGA ”) to the awardees along with additional post -award instructions. Applicants who are not awarded a grant will be notified of their status no later than one (1) week following the initial notification to awardees. DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 17 B.

Grant Award Acceptance Awardees are expected to accept the award within five (5) business days from the date of the NOGA. NOGAs will list any contingencies and additional requirements. Awardees are expected to maintain their eligibility status from the time of the award throughout the entire Period of Performance.

Eligibility status is based on compliance with items outlined in Section 3 of the RFA as well as additional requirements set forth in Appendix Awardees must submit the documents set forth in Appendix A before a grant agreement D. Formal Grant Agreement Each a wardee must sign a grant agreement with DSLBD after meeting all contingency and pre -award requirements.

For awardees who have received a DSLBD grant in the past, awards will be contingent on compliance with applicable DC laws and regulations, and may also be contingent on the completion of their previous grant’s reporting requirements.

An awardee may forfeit funds if it (1) refuses to execute a grant agreement during the award process, (2) fails to execute the agreement by D SLBD’s deadline , (3) cannot meet post -award requirements for any reason, or (4) cannot make the appropriate and required attestations related to the Grant Program. E. Additional Survey Assessment DSLBD may survey awardees following the execution of grant agreements.

Grantees must comply with DSLBD’s survey requests. Grantees must comply with the reporting requirements set forth in their respective grant agreement s. Grantees must submit an approved budget outlining expenditures made in connection with the Grant Program, along with appropriate documentation.

DSLBD will only accept full, bona fide receipts, canceled checks, and other verifiable evidence of payment as proof that a grantee made appropriate expenditures. Grantees who fail to submit appropriate documentation of proper ex penditures may be required to return Grantees must prepare a final report by October 30, 20 26 that includes, among other items, proof of appropriate expenditures and their program’s impact (See Appendix C). G.

Disbursement (Payment) DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 18 Disbursement terms shall be determined after awardees are selected and will be outlined in the grant agreement. Terms may require DSLBD to collect additional documentation, such as the items set forth in Appendix A.

Disbursements will be sent by one of the following methods : (1) via electronic fund transfer to the grantee’s bank account , as registered with the District Integrated Financial System (“DIFS”), or (2) through a third -party payor/servicer. In the latter case, the third - party payor will collect and verify banking payment information from each grantee.

The District intends to pay an invoice within thirty (30) days of receipt of an approved , proper Grantees are responsible for reporting their grant award(s) as income on federal and local tax returns (in accordance with applicable law) and are strongly encouraged to consult with a tax professional and the United States Internal Revenue Service. Final grant agreements may require addenda, amendments, or modifications.

An awardee that cannot comply with final grant agreement terms and/or provide other requested materials by Ma y 15, 2026 may be disqualified from their specific grant program, and DSLBD may award the grant to another applicant. DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 19 9. Important Legal Disclaimers This section includes DSLBD’s legal disclaimers regarding the release of this RFA.

Funding for this award is contingent on sufficient and continued funding from the District. Neither the RFA nor the corresponding NOFA obligates the Department to issue an award. B.

Application Acceptance DSLBD will not review applications that do not comply with all instructions listed in the RFA or NOFA. The Department reserves the right to accept or deny any or all applications if it determines it is in the best interest of the District. DSLBD may suspen d or terminate an outstanding RFA or NOFA pursuant to its own grant -making rule(s) or any applicable federal regulation or requirement.

Applications must be submitted through DES . DSLBD will not accept applications submitted via hand delivery, email, mail, or courier service and will not review late submissions or incomplete applications. C.

Conflicts and Choice of Law In the event of a conflict between the terms and conditions of the grant application and any applicable federal or local law or regulation, or any ambiguity related thereto, the terms and conditions of the applicable law or regulation will control, and it shall be the responsibility of the applicant to ensure compliance.

The grant application shall be governed and interpreted under the laws of the District of Columbia and any applicable federal laws without regard to conflict of law principles. Neither DSLBD nor the DC government shall be liable for any costs incurred by an applicant in the preparation of any grant application(s) for the FY 26 CBE Sustainable DSLBD FY 26 CBE Sustainable Energy Grants Request for Applications 20 Energy Grant s Program .

All costs incurred in developing and preparing any grant application shall be the applicant’s sole responsibility. DSLBD is considered the owner of any content developed for technical assistance purposes and paid for through a DSLBD grant award. As such, DSLBD may retain and reuse written or recorded materials and concepts at a future time.

Grant -funded programming should be made available and accessible to all attendees . Attendees of a grant -funded business event may request language access accommodation s when registering for activities funded through this grant. DSLBD reserves the right to issue addenda, amendments, and/or any other modifications after the issuance of the NOFA or RFA or to rescind the NOFA or RFA . DSLBD will post addenda, amendments, or any other modifications in the online application ( see Section 2). Applicants are responsible for review ing and adher ing to any NOFA or RFA addenda, amendments, or modifications.

2. DSLBD may suspend or terminate an outstanding NOFA or RFA pursuant to any other applicable local, state, or federal regulation or requirement. 3.

DSLBD may conduct pre -award onsite visits to verify information that an applicant submits in a grant application. The Department’s access and ability to verify such information shall not be unreasonably withheld. DSLBD serves as its own reference when evaluating applications; it is not required to consult with outside parties. Grant decisions may reflect applicants’ prior performance in managing previous government grants. 5.

DSLBD may negotiate with an awardee to finalize funding amounts or otherwise adopt revisions to an awardee’s proposal as it relates to the Grant Program.
