The town docking facility at Tuck’s Point suffered a catastrophic failure during the October of 2019 gale and was subsequently condemned by Foth Engineering. The docks were first permitted in 1896 and have been part of the waterfront ever since.
Seaport Economic Council Grant Application - Tucks Point The Town Manchester is requesting funding to expand the docking facilities for commercial fishermen at Morss Pier in historic Masconomo Park. Originally settled as fishing village Manchester has gone through several transformations.
Once no more than a shallow channel accessible only at high tide, the harbor is now home to a modest fleet of lobstermen, purse seine fishermen that contribute heavily to the fabric of this busy and vibrant harbor. Two seasons ago the town made two docks available for lobstermen. It was determined that the two senior lobstermen would receive these coveted tie-up spots.
Both have reported the likelihood of continuing to fish for more years since the move from moorings to the dock. The goal of proposed project is to simply improve and extend access for our fishing fleet.
Seaport Economic Council Grant Application - Morss Pier Local Rapid Recovery Grant Grant Purpose: Recovery Planning for the Downtown Businesses of Manchester and Essex Funding Source: Massachusetts Department of Housing and Community Development Funding Amount Requested: Technical Assistance Anticipated Award Date: Jan 2021 Anticipated Project Start Date: Feb 2021 Anticipated Project End Date: June 2021 The Goal of the Local Rapid Recovery Planning (LRRP) program is to give municipalities the opportunity to develop “Local Rapid Recovery Plans” tailored to the unique economic challenges and immediate COVID-19 impacts that have affected downtowns, town centers and commercial areas.
The Local Rapid Recovery Plan will be highly action oriented and seek to help us develop immediate strategies for short- term recovery. The plan will also address medium- and long-term recovery strategies, but those will not be the focus of the planning effort.
The Plan will offer a concise road map for project-related investments that support alignment with existing public resources as well as the potential to leverage additional resources from other partners and funders. The plans will all include a thorough analysis and exploration of COVID-related challenges and barriers and conclude with a set of projects and strategies necessary to address COVID-19 recovery needs.
Due to similarities in size, geography and municipal capacity Manchester and Essex have submitted this application together and will work together with the selected consultant to create a Plan that meets the needs of both communities. MBTS Local Rapid Recovery Grant Award Local Rapid Planning Application The 2021 Municipal Road Safety Grant Program (MRS) Grant Grant Purpose: Covers Five Traffic Enforcement Campaigns.

We will reapply in June 2020. If successful in obtaining funding the Town will hire a Forester to undertake an assessment of the Town-owned and MECT-owned lands in the Western Woods (including bird habitat assessment) and create Forest Stewardship Plan that will outline the Towns goals and recommendations for maintenance and management. The project will include community meetings to help determine goals and review recommendations.
