OJT and Apprenticeships VA is implementing court decisions that allow additional entitlement to education benefits and making it easier for Veterans to access their earned benefits.

To learn more and see if you qualify for additional benefits visit Rudisill-Perkins Decision As of January 2026, all education beneficiaries, including Survivors’ and Dependents’ Educational Assistance (Chapter 35) students, must verify their enrollment each month to receive benefit payments.

Verify your enrollment through text, email, Ask VA, or online Rudisill and Perkins Update VA is making the process easier to receive Rudisill/Perkins education benefits because there is no longer a requirement for Veterans to ask for an assessment of their eligibility for both Montgomery GI Bill (MGIB) and Post-9/11 GI Bill (PGIB).

VA is in the process of updating its systems to automate eligibility reviews and issue determinations- or request additional information when necessary-- for all Veterans.

VA will continue to review eligibility for Veterans with less than three months of education benefits left and who are either currently enrolled in school or were enrolled in the last six months - focusing on these high-priority Veterans means that no student will be left without benefits if they qualify for additional benefits under either ruling.

This letter will serve as official notification to all foreign educational institutions participating in VA GI Bill education benefit programs that the use of Electronic Funds Transfer (EFT), commonly known as “direct deposit,” is a requirement for approval. There are two options that are outlined in the letter . Once you have completed one of the options, you will then be required to provide account information to VA.

Education Service Yellow Ribbon Program Opportunity for Foreign Institutions The recent passage of Public Law 116-315, Section 1008, “Technical Correction to Clarify Eligibility for Participation in Yellow Ribbon Program of Department of Veterans Affairs,” amends Section 3317(a) of title 38 USC and allows foreign institutions to participate in the Yellow Ribbon Program.

From now to July 31, 2021, we are accepting new Yellow Ribbon Program agreements from foreign institutions for academic year 2021-2022. Lump Sum Payment Program for the 2021-2022 Application Period has Closed The application period for the Lump Sum Payment Program (LSPP), for the 2021-2022 academic year is now closed.

The Ryan Kules and Paul Benne Specially Adaptive Housing Improvement Act of 2019 (Public Law 116-154) authorizes the Department of Veterans Affairs (VA) to administer the Lump Sum Payment Program (LSPP) for eligible Education and Training Institutions (ETIs) participating in the GI Bill® Work Study Allowance Program.

Through the LSPP, eligible ETIs may apply to become a 154 Administrating Facility (154AF), which allows them to receive an annual lump sum payment from VA. The lump sum payment will be used to pay eligible work study students who are receiving GI Bill benefits at the ETI. VA will begin receiving applications for the 2022-2023 academic year, during the next open application period, in May 2022.

Lump Sum Payment Program (LSPP) Training for Work Study Allowance Programs Participants Through the LSPP, eligible Education and Training Institutions may apply to become a 154 Administrating Facility (154AF), which allows them to receive an annual lump sum payment from VA. The lump sum payment will be used to pay eligible Work Study students who are receiving GI Bill benefits at the ETI.

Changes to the “48 Month Rule” for VR&E and EDU Beneficiaries Effective April 1, 2021, the Department of Veterans Affairs (VA) no longer counts the use of Veteran Readiness & Employment (VR&E) benefits (chapter 31) against the 48-month limit on GI Bill education benefits such as the Post-9/11 GI Bill. The use of GI Bill education benefits will continue to count against the 48-month limit on VR&E benefits.
