It may pay for contracted administration or labor. The UTC pays grant funds by reimbursement only . Applications for the 2025-2027 grant cycle are being accepted.

Read articleHouse leadership canceled the September 21 and September 28 session weeks on September 3, leaving four legislative days before members leave until after the November 3 midterms. Three separate deadlines — the continuing resolution, the surface transportation extension, and the statutory freeze on OMB's grant-rule rewrite — now expire on the same day, with a lame-duck Congress and a handful of weeks to resolve them.
