Funding Opportunity Details Great Lakes Restoration Initiative 2025 Notice of Funding Opportunity Great Lakes Fish Monitoring and Surveillance Program Funding Opportunity Number: EPA-R5-GL2025-FMSP Under this competition, up to $7,200,000 may be awarded for one cooperative agreement over an approximate six-year period.

This NOFO solicits applications from eligible entities for a cooperative agreement to be awarded pursuant to the Great Lakes Restoration Initiative Action Plan IV (pdf) . EPA is requesting applications for a project to perform analyses in support of the Great Lakes Fish Monitoring and Surveillance Program .

Applications must specify a start date of June 1, 2025, and must specify an end date for the cooperative agreement no later than November 30, 2031, that allows for the completion of analysis and final data reporting for samples collected from 2025 through 2029. This incrementally-funded award will be subject to the availability of funding, future appropriations, satisfactory performance of work, and other applicable considerations.

Frequently Asked Questions The answer provided in the updated FAQ section says, “Per Section 6 of the NOFO, References can be included as part of the 30-page limit of the Project Narrative. Applications must adhere to the page limit requirements” but in checking that section of the Did we include all the information in the application in the appropriate place?

We would like to include references as part of our proposal, but we aren’t sure if this is part of the 30-page limit or if this is allowed to be outside the thirty pages. We are also hoping you can clarify if the budget justification has to be part of the 30-page limit or if its outside of this limit and loaded in its own section.

(Seems like there is some conflicting information in the call) Could you clarify cost-share requirements for this opportunity? Do we need a Good Laboratory Practice-certified commercial lab(s) for the chemical analyses? We believe the answer will be no. Are we expected to provide freezer space for long-term storage of fish samples?

Do you accept letters of support? I thought it might be a good idea to confirm that this program/RFA is still going to accept applications as planned. Please let me know.

Can you send an example of a similar submission to get a better sense of how much info should be included? My organization has staff that collaborate with EPA GLNPO staff as part of another program. Are they able to participate in our submission to the Fish Monitoring Program?
