The eight increased threshold provisions with an effective date of 10/1/2024 went into effect when awards or award amendments were issued that incorporated them by reference, beginning on or after 10/1/2024. The remaining provisions in 2 CFR Part 200 and the 12 HHS-specific provisions were relocated to **2 CFR Part 300**, links to an external website (from 45 CFR Part 75) were effective 10/1/2025.

For HHS, future revisions will apply directly to its programs, including ACF, and recipients must comply with Title 2 Subtitle A.
**Property Terms and Conditions** Recipients with awards involving property must also follow the**property related terms and conditions**(PDF). Under 2 CFR §200. 316, all real property, equipment, and intangible property acquired or improved with ACF funds must be held in trust by the recipient or subrecipient as trustee for the beneficiaries of the project or program under which the property was acquired or improved.
ACF requires the recipient and subrecipient to record liens or other appropriate notices of record to indicate that the personal or real property has been acquired or improved with a Federal award and that use and disposition conditions apply to the award.
