H2O PA - Water Supply, Sanitary Sewer and Storm Water Projects - PA Department of Community & Economic Development H2O PA – Water Supply, Sanitary Sewer and Storm Water Projects NOTE: Learn more about the COVID-19 ARPA H20 PA – Water Supply, Sanitary Sewer and Storm Water Projects program. The H2O PA Act was established by the General Assembly in July 2008.
The Act provides for single-year or multi-year grants to municipalities or municipal authorities to assist with the construction of drinking water, sanitary sewer and storm sewer projects. Activities to assist with the construction of drinking water, sanitary sewer and storm sewer projects. A minimum for $500,000 or more and a maximum of $20,000,000 for any project.
Multi-year grants may not be given for a period of more than six (6) years and shall not exceed a total of $20 million for any project.
