Request for Interest (RFI) - Harrold Building Activation & Operations Request for Interest (RFI) - Harrold Building Activation & Operations Posted on August 18, 2026 The City of Millington is seeking community input for the future use of the historic Harrold Building in the Oldtown area. The building is currently undergoing structural and exterior improvements and will be offered as a leasable shell for tenants to customize.
Through a Request for Interest (RFI), the City is inviting ideas for potential uses such as restaurants, event spaces, cultural programs, or mixed-use concepts. Located in the heart of Oldtown Millington, approximately four (4) miles from NSA Mid-South and three (3) miles from USA Stadium, the Harrold Building is envisioned as a catalyst for community activity, economic development, and reinvestment in the district.
This process is intentionally flexible to encourage creativity and innovation. While the RFI does not guarantee a lease or contract, it will help guide future opportunities and partnerships. The City of Millington is issuing this Request for Interest (RFI) to solicit ideas, concepts, and potential operating models for the future activation and use of the historic Harrold Building, located in Oldtown Millington.
This RFI is informational only.
Its purpose is to: Understand the range of potential uses and operating approaches for the Harrold Building Identify interested operators, partners, and creative teams Inform future decision-making, including potential Requests for Proposals (RFPs), lease negotiations, or partnership structures Submission of a response to this RFI is strongly encouraged for parties interested in future opportunities related to the Harrold Building.
The Harrold Building is a historic structure located in Oldtown Millington and has long been a recognizable community landmark. The City of Millington has committed to preserving and revitalizing the building as a central catalyst for broader Oldtown redevelopment and investment in the vibrancy of the core of Shelby County’s fastest-growing city.
The building has housed a variety of businesses over the years and is well known to many residents through its past uses. Its historic character and prominent location make it uniquely positioned to serve as a destination for residents and visitors alike. Core construction efforts are focused on stabilizing and preserving the structure rather than delivering turnkey interior space.
The City’s approach is to provide a structurally sound, weather-tight building while allowing future tenants flexibility to shape interior spaces to suit their specific business or programming needs.
Key background information: The Harrold Building is located approximately four (4) miles from NSA Mid-South and approximately three (3) miles from the USA Stadium, providing proximity to a significant employment base, sports tourism, and regional visitors.
Exterior shell rehabilitation is underway A metal building shell is being constructed within the historic brick envelope Roofing and mechanical systems are being addressed as part of current construction The building interior will be delivered as a leasable shell; interior build-out will be completed by future tenants based on their use and operational needs Construction management is being overseen by the City’s internal team, with a designated construction point of contact The City’s primary goal is to ensure the Harrold Building becomes operational, active, and community-centered, serving as an anchor for Oldtown’s long-term revitalization while enabling flexible, creative reuse.
Through public engagement and community feedback, the City of Millington identified the following priorities for the future use of the Harrold Building: A multi-generational destination serving youth, families, young adults, and older residents A space that supports daytime, evening, and weekend activity throughout the year A driver of foot traffic and economic activity in Oldtown A flexible facility capable of hosting food, entertainment, events, and community programming While food and beverage uses (such as restaurants) are anticipated, the City is not limiting responses to restaurants alone.
Creativity and diverse approaches are encouraged. Revenue generation is a long-term goal; however, the City is prioritizing successful activation and placemaking in the early phases of operation. Types of Concepts and Responses Sought The City is intentionally seeking a wide range of ideas and is open to multiple operating configurations.
Respondents may propose one or more of the following (or alternatives): Single-operator models that manage the entire building Multi-operator models, including: Management of two or three restaurant spaces Management of one or two portions of the building Programming-focused models, such as: Music, live performance, or entertainment venues Event hosting (e.g., weddings, community events, cultural programming) Youth, family, or young-adult programming Hybrid or partnership models combining food, entertainment, and events Respondents are encouraged to suggest phased approaches to activation and operations if appropriate.
Information Requested From Respondents Responses should be concise but informative and include the following: A.
Organization Information Organization name and contact information Brief overview of the organization or team Relevant experience with similar projects (adaptive reuse, mixed-use, historic buildings, food/entertainment/event venues) Narrative description of the proposed concept(s) How the concept contributes to Oldtown revitalization Proposed relationship to the City (tenant, operator, manager, partner, or combination) Level of involvement (entire building, partial building, programming only, etc.) Anticipated hours of operation Types of activity expected during daytime, evening, and weekend hours E.
Space & Infrastructure Considerations General spatial needs (high-level only) Any special considerations related to food service, entertainment, or events F.
Examples and References (Optional) Brief descriptions of similar projects completed Photos, links, or references, if available Note: While pricing, rent, and other financial terms are not required as part of this RFI, respondents must demonstrate financial capability to undertake the project and provide an anticipated budget for tenant improvements/buildout.
City Considerations and Potential Incentives To support successful activation, the City is exploring a range of tools and incentives, subject to applicable approvals, including: Flexible lease structures Tenant improvement/build-out allowances Potential redevelopment district incentives Consideration of parking and fee requirements within the Oldtown area These items are provided for awareness only and do not represent guarantees or commitments.
The Harrold Building is part of a broader Oldtown area that the City is actively enhancing through ongoing and planned public investments.
Current and anticipated initiatives include: Improved streetscape, landscaping, and pedestrian connectivity Upgraded signage, wayfinding, and district identity elements Evaluation and enhancement of parking configurations and access Parks, public space, and recreational improvements within the Oldtown area Coordinated public and private investment to support redevelopment and economic vitality The City has made and continues to make investments in the Oldtown district to strengthen its character, functionality, and appeal as a destination.
The City is interested in concepts that complement these ongoing efforts and reinforce the broader vision for Oldtown as a vibrant, connected, and economically sustainable district. Advisory Review and Next Steps The City anticipates forming an advisory review group to evaluate RFI responses and provide feedback.
Based on the responses received and the advisory group’s recommendations, the City may request additional information, conduct interviews, refine project objectives, or pursue future leasing, partnership, or procurement opportunities.
