Hazard Mitigation Grant Program (HMGP) | FEMA. gov Hazard Mitigation Grant Program (HMGP) FEMA’s Hazard Mitigation Grant Program (HMGP) provides funding to state, local, tribal and territorial governments to develop hazard mitigation plans and rebuild in ways that reduce or mitigate future disaster losses in their communities. This funding becomes available following a Presidentially declared disaster.
Homeowners and businesses are not eligible to apply directly for HMGP grants. However, local communities may apply for funding on their behalf. To receive HMGP funding, all state, local, tribal and territorial governments must develop and adopt hazard mitigation plans.
Eligible Risk Reduction Projects HMGP Application Extension Period Guidance On August 15, 2024, FEMA extended the application period for HMGP grants to provide additional time to submit thorough and quality applications. We are also providing the flexibility to re-open closed application periods under certain circumstances to allow applicants to maximize available HMGP funding.

Are you a homeowner or business owner interested in these grants? Find information tailored for property owners (residential and business). Eligible Risk Reduction Projects Hazard mitigation involves long-term efforts to reduce risk and minimize the potential impact of future disasters.
HMGP can fund a wide variety of hazard mitigation projects, including: Creating and adopting hazard mitigation plans ( required for state, local, tribal and territorial governments to receive funding for their hazard mitigation projects). Acquiring hazard-prone homes and businesses to enable owners to relocate to safer areas. Developing, adopting, evaluating, enhancing and enforcing building codes and standards.
Installing permanent barriers to prevent floodwater from entering homes and businesses (e.g., levees, floodwalls, floodproofing). Elevating structures above known flood levels to reduce losses. Reconstructing damaged dwellings on elevated foundations to reduce future flood losses.
Implementing drainage improvement projects to reduce flooding. Retrofitting buildings to make them more resistant to floods, earthquakes, wind, wildfires and other natural hazards. Upgrading utilities and infrastructure to enhance resistance to natural hazards.
Building safe rooms for communities and individual residences in hurricane- and tornado-prone areas. Stabilizing slopes to prevent structural losses. Prospective subapplicants should contact their state, tribe or territory (applicant level) Hazard Mitigation Office for questions about the Hazard Mitigation Grant Program.

Fiscal Year 2024 Flood Mitigation Assistance (FMA) Program is sponsored by U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA).
