This article has average rating: 0 out of 5 stars ## Supplemental Funding for Non-Profit Agencies Grant Application Instructions for State Fiscal Year 2026 ## **2025 South Dakota Legislature House Bill 1221** ### _**One-time funding from the State of South Dakota’s general fund will be awarded through a grant process to eligible nonprofit victim service providers.

**_ The South Dakota Victims’ Services Program is now accepting applications on behalf of the Department of Public Safety (DPS) for one-time state general funds, as appropriated by the 2025 Legislature through House Bill 1221 (HB 1221). A total of $5 million is available to nonprofit organizations providing direct services to victims in the State of South Dakota.

House Bill 1221 allocates funding for victims’ services provided by nonprofit organizations in South Dakota and was signed into law by Governor Larry Rhoden on March 31, 2025. This funding opportunity is guided by a Letter of Intent issued by the Joint Committee on Appropriations (JCA) and is intended to support critical services for victims throughout South Dakota.

Supplement funding for non-profit agencies in South Dakota providing direct services to victims of crime. This one-time funding, provided through the State’s general fund, will be distributed via a grant process to eligible nonprofit victim service providers.

#### **Eligible Applicants** Eligible applicants must be nonprofit organizations providing direct services to: * Children who have been abused or neglected * Victims of domestic violence * Victims of sexual assault * Victims of commercial sexual exploitation * Victims of human trafficking.

#### **Allowable Use of Funds** * Emergency and transitional services (including food, lodging, and transportation) * Case management and facility staffing needs * Training, certification, or employment of a Sexual Assault Nurse Examiner (SANE) * Services provided through a Child Advocacy Center **Note:** Funds may not be used to: * Establish a new program or organization * Provide legal services.

#### **Funding Priorities** DPS will prioritize applications that: * Demonstrate a financial need for providing services or inability to raise sufficient funds for providing services or use of funds as defined * Are not receiving full funding from any state agency. Organizations must submit an online application through South Dakota Victims’ Services.

The application is available on the Department of Public Safety’s website at Web Grants - SD DPS Submit Required Attachments: * IRS 501(c)(3) determination letter (or similar for tribal/governmental entities) * State nonprofit registration or certification (if applicable) * Documentation describing sufficient financial need * Most recent audited financial statements (or financial review/compilation if audit not required) * Most recently filed IRS Form 990 * Current approved organizational budget * Annual budget showing financial need and inability to raise sufficient funding * Approval letter from governing body to submit the application with a list of current members of your governing body including names, phone numbers, and email addresses Application must be completed and submitted online with the required attachments **no later than 5:00 p.

** Grant awards are expected to be announced in**September 2025**, with the funding period beginning **October 1, 2025, and ending September 30th, 2026. ** SDVS requires all receipts and documentation to be submitted for each expense claimed. This helps to ensure each expense is allowable, reasonable, allocable, and necessary.

* Allowable – Does the grant or SDVS guidance allow for the expense to be paid by the grant? * Reasonable – Would a prudent person pay this amount for this item? * Allocable – A cost is allocable if goods or services involved are chargeable and assignable in accordance with the relative benefits received by the projects.

* Necessary – Are the costs incurred necessary to achieve the program goal? #### **General Monitoring Activity:** SDVS applies a risk-based approach to monitoring, in which all subrecipients receive a baseline level of ongoing general oversight, with additional monitoring conducted as needed based on assessed risk to ensure proper use of funds and successful program outcomes.

#### **Reporting Requirements:** Grants provided to victim services organizations, will be required to provide information on how funds were utilized.
