Hemophilia Assistance Program | Texas Health and Human Services Hemophilia Assistance Program The Hemophilia Assistance Program (HAP) helps Texans with hemophilia cover their treatment costs. Assistance is provided with blood factor replacement products or reimbursement for health insurance premium payments.
While a HAP client may receive blood factor replacement or health insurance premium assistance in the same year, the client cannot receive both at the same time. For more information about hemophilia and other bleeding disorders, see HAP educational resources . Who is Eligible for Services? HAP is available to anyone who Has an income at or below 200% of the federal poverty guidelines .
Has a diagnosis of hemophilia from a licensed physician. Is not incarcerated or a ward of the state. Is not eligible for Medicaid or the Children’s Health Insurance Program (CHIP).
