Rehabilitation Of High Hazard Potential Dam (HHPD) Grant Program | FEMA. gov Rehabilitation Of High Hazard Potential Dam (HHPD) Grant Program The President signed the Water Infrastructure Improvements for the Nation Act or the “WIIN Act,” on Dec. 16, 2016, which added a new grant program under FEMA’s National Dam Safety Program ( 33United States Code 467f ).
The Rehabilitation of High Hazard Potential Dams program provides technical, planning, design and construction assistance in the form of grants for eligible high hazard potential dams. High Hazard Potential is a classification standard for any dam whose failure or mis-operation will cause loss of human life and significant property destruction.
Fiscal Year 2026 Funding Opportunity FEMA announced the release of the fiscal year 2026 Rehabilitation of High Hazard Potential Dams grant program, offering $11. 4 million to support state and territorial dam dam rehabilitation, repair or removal projects.
This funding aims to reduce or eliminate the risk associated with high hazard potential dams and is available to non-federal governments and nonprofits for the technical expertise, planning, design, and construction needed to rehabilitate eligible, non-federal high hazard potential dams. Eligible states and territories can apply beginning on August 5, 2026, using the FEMA Grants Outcomes (FEMA GO) management system.
Applications must be submitted by 5 p. m. ET on August 31, 2026.
