HOME-ARP Program

HOME-ARP Program is sponsored by City of Boise. This program provides funds to local organizations to provide supportive services assisting chronically homeless households.

Community Development Block Grant (CDBG) CDBG is a flexible program that provides communities with resources to address a wide range of unique community development needs, including projects and activities that focus on low- to moderate-income households.

Public Services Program Public Services are activities (programs/services) carried out by local nonprofit organizations that assist eligible populations with services such as childcare, physical/mental health care, case management, counseling, emergency rental assistance, education, recreation, job training, employment, and more. Additional information about eligibility and requirements can be found at 24 CFR Part 570.

Public Services applications will be accepted April 1 – 30 via the EunaGrants platform. Applications are reviewed by a committee and funding recommendations are approved by Mayor and City Council. Preliminary award notifications are sent to applicants in the summer (typically by July), and grant funding is for a one-year period (Oct.

1 – Sept. 30). Public Services funding is included in the City of Boise’s draft Five-Year Consolidated Plan (2026-2023) and draft 2026 Annual Action Plan, both of which must be submitted to the U.S. Department of Housing and Urban Development (HUD) for approval.

The draft documents will be available for review beginning April 20. To confirm that the proposed activity aligns with the priorities and needs in the Consolidated Plan, applicants may review an excerpt of the Public Service needs section from the Consolidated Plan draft .

The City is not currently accepting applications for HOME funds.

To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in American Rescue Plan funds to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country.
