Minnesota is waiting for formal approval from US Department of Energy (DOE) to launch the program. There is no estimated program launch date.
****DOE recently issued new program rules and requirements that change how the HEAR & HOMES rebates will work in Minnesota. We are working to understand the impacts of these changes and will be updating our website and program documents when we have more guidance.
** The Home Electrification and Appliance Rebates (HEAR) will provide instant rebates to income-qualified households to help install new efficient electric equipment and supporting upgrades, such as an electrical panel, wiring, or insulation and air sealing while receiving an instant discount at the time of installation.
**Please note: If you're thinking about making an upgrade, Federal guidelines do not allow retroactive rebates for items purchased before program launch. Please wait until after the program launches to work with an approved contractor. ** HEAR eligibility and rebate amounts will vary based on an applicant’s total household income.
Check if your total household income is at or below 80% or 150% of Area Median Income (AMI) for your county using the Commerce-provided 2026 Area Median Income Look-Up Table (. pdf). Area median income thresholds are updated annually.

**Rebates available only when upgrading non-electric appliances. *** Electrical panel and electrical wiring are only eligible when required to support the installation of another qualifying appliance. Stand-alone electric panel upgrades can receive the state Residential Electrical Panel Upgrade Grant.
For example, a project consisting solely of an electrical panel install would not be eligible for the HEAR rebate, but a project consisting of another qualified product and an upgraded panel is eligible. The Save Energy Minnesota program design follows our guiding principles of prioritizing households that need the most support.
Minnesota's HEAR rebate structure differs slightly from the original program guidance from Department of Energy. Rebate levels for moderate-income households are less than the maximum allowable amount to provide more rebate funds for low-income households. Improvements to existing single-family homes and multifamily buildings are eligible.
Certain improvements are also eligible in new construction homes.
