HOME Housing Rehabilitation Program

HOME Housing Rehabilitation Program is sponsored by Trumbull County Planning Commission (Warren-Trumbull Home Consortium). This program assists low-to-moderate-income households in Trumbull County (outside of Warren, Girard, Cortland, Hubbard, McDonald, and Niles) with single-family, owner-occupied housing rehabilitation.

Trumbull County Planning Commission The Trumbull County participates with the City of Warren in the Warren-Trumbull HOME Consortium as authorized by the National Affordable Housing Act. The act permits units of local government to participate as consortia in the HOME Investment Partnership Program in order to receive federal HOME grants to implement local housing strategies.

Trumbull County covers all unincorporated areas, and the incorporated areas get the option every three (3) years to participate in the consortia under the Trumbull County Umbrella. Trumbull County Planning Commission administers the housing assistance programs available under the consortium and regularly applies for grant opportunities for other programs.

The HOME Homeownership Loan Program is designed to assist low-to-moderate-income households with the purchase of a home in Trumbull County outside of the cities of Warren, Cortland, Girard, McDonald, and Niles. The Warren-Trumbull Home Consortium will provide a zero percent (0%) interest, forgivable loan to assist with the down payment and eligible closing costs for income qualified applicants.

All loans are secured by a lien on the property and will be forgiven after the period of affordability has passed. The term of the lien and period of affordability are determined according to the U.S. Department of Housing and Urban Development (HUD) guidelines.

The Warren-Trumbull Home Consortium will provide a zero percent (0%) interest, forgivable loan to improve existing housing conditions, correct code violations and structural or mechanical deficiencies, create a safe living environment. This program is not designed for aesthetic improvements. All loans are secured by a lien on the property and will be forgiven after the period of affordability has passed.

The term of the lien and period of affordability are determined according to the U.S. Department of Housing and Urban Development (HUD) guidelines. Trumbull County regularly applies for funds to provide financial assistance to qualified homeowners in Trumbull County. The CHIP has two areas in which assistance can be provided: Private Owner Rehabilitation & Home Repair for Single-Family, Owner-Occupied, low- and moderate-income households living within Trumbull County outside the cities of Warren, Girard, Cortland, Hubbard, McDonald, and Niles.
