HOME Investment Partnerships (HOME) is sponsored by Mobile County Commission. HOME funds, administered by the Mobile County Commission, address affordable housing needs for low- and moderate-income persons within the Mobile County Urban County jurisdiction.

The HOME Program is specifically designed to expand the supply of decent, safe, sanitary, and affordable housing with the primary focus on housing for low, very low, and extremely low-income families. The HOME program requires that at least 15% of the annual HOME allocation is set-aside for community housing development organizations (CHDO).

A CHDO is defined as an independent nonprofit organization whose purpose includes providing affordable housing in a specified area or region. The definition includes a range of specific criteria an organization must meet to be designated as a CHDO.

Mobile County currently uses HOME funds for: Down Payment Assistance (DPA) Program for First-time Homebuyers Financing for the Development of Affordable Single-Family homes for Homeownership Financing for the Development of Rental Housing Guidelines for each of these programs and the CHDO requirements can be found under Regulations & Guidelines below.

The DPA program is an on-going program with funds available on a first-come, first-served basis annually. Applications for the development of affordable single-family homes for homeownership are accepted pursuant to a current request ( see the link to Request for Proposals/Applications ).

Similarly, applications for the development of rental projects are accepted pursuant to a current request ( see the link to Request for Proposals/Applications ). Interested parties are advised to contact the Grants Department with any questions.
