Housing and Neighborhood Revitalization Division of Housing and Neighborhood Revitalization The Housing Assistance Programs are funded annually through the Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Program funds, both provided to the City by the U.S. Department of Housing and Urban Development (HUD) and local general funds.
The Housing and Neighborhood Revitalization Division administers four Housing Assistance Programs. The programs assist low and moderate-income persons and families. The Programs are provided under the Code of Federal Regulations Part 92 and 570.
Emergency and Minor Repair Assistance (Owner-Occupied Only) Emergency and Minor Repair Assistance is available for conditions that pose a severe and immediate threat to the health and safety of the family and occurred recently without warning. Assistance is in the form of a grant.
Minor electrical problems HVAC issues, including air conditioners and heaters Housing Rehabilitation or Demolition/Reconstruction Assistance Program Using the Federal HOME and CDBG Program funds, the City Housing Rehabilitation or Demolition/Reconstruction Assistance Program assists low to moderate-income homeowners of single-family/owner-occupied structures with maintaining their homes, eliminating housing code violations, and neighborhood upgrades.
If a home is not feasible for repairs within the designated amount, the homeowner may voluntarily consent in writing to have the house demolished and reconstructed on the existing property. Homebuyer’s Assistance Program The primary goal of the Homebuyer’s Assistance Program is to empower low and moderate-income persons and families to become self-sufficient homeowners.
New homes are constructed and sold at costs to eligible potential homebuyers. Qualified homebuyers may receive deferred forgivable loans to assist with the down payment and closing costs of purchasing a home.
Families purchasing new construction homes may receive up to forty thousand dollars ($40,000) to help with the down payment, closing costs, principal buy down, and fourteen thousand nine hundred ninety-five dollars ($14,995) if purchasing an existing home.
Eligibility Requirements for HAP Steps you can take to prepare Other qualifications to meet Eligibility Requirements for HAP To be eligible to receive homebuyer’s assistance from the City of Port Arthur’s New Construction & Existing Home Purchase Program, applicants must meet the following requirements: Applicant(s) total projected annual gross household income must not exceed eighty percent (80%) of the current median income for the area, adjusted for family size, as established by the U.S. Department of Housing and Urban Development (HUD).
Applicant(s) must not currently own a home or may not have owned a house within the last three (3) years. Applicant(s) must be a U.S. citizen, permanent resident, or possess a current work authorization visa. Permanent residents and individuals with work authorization visas must provide a copy of both sides of their un-expired immigration documents from the Immigration and Naturalization Services.
Applicant(s) must certify that he/she/they will occupy the unit as his/her/their primary residence for the entire term of the required period of affordability. Applicant(s) must be able to obtain financing from a private or public lending source. Applicant(s) may not have more than two thousand five hundred dollars ($2,500) plus three (3) month’s gross income after closing to qualify for down payment and closing costs assistance.
(Special needs applicant(s) will be evaluated case-by-case. Applicant(s) requesting assistance must provide prior two (2) years of income tax forms as filed with the IRS. The applicant’s family size must be appropriate for the number of bedrooms in the available unit.
All dependents must have verifiable supporting documentation (e.g., birth certificate, social security card, legal documentation of adoption or guardianship, school records with matching address for children). Unborn children are omitted. Applicant(s) must complete a homebuyer’s counseling and training course successfully.
Steps you can take to prepare Take a first-time homebuyer education course (even if it isn’t your first time buying a home). Homebuyer Education Classes are available online. Qualify for a fixed-rate (non-adjustable-rate or seller-financed) mortgage.
A pre-approval letter from a lending institution will be required. Other qualifications to meet Total household income is less than eighty percent (80%) of the Area Median Income. (published annually by HUD).

Applicant(s) meeting the criteria are considered on a first-come, first-served basis. A Paint Program was established to create healthy and pleasing aesthetic atmospheres in the community.

Community Housing Development Organization (CHDO) Assisted Projects CHDOs are developers who complete new projects using funding from the federally-funded HOME Investment Partnerships Program. In comparison to other contractors, CHDOs are community-based and design homes with the interest of pre-determined homeowners in mind.
