HOME Investment Partnerships Program is sponsored by City of Baton Rouge. Provides formula grants to states and local governments, which often partner with local nonprofit groups, to fund a wide range of activities.

Baton Rouge City-Parish (EBR) is developing the 2025-2029 U.S. Housing and Urban Development (HUD) Consolidated Plan to guide affordable housing, community development, and related project federal funding.

East Baton Rouge City-Parish received federal funding from HUD Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG) Programs. To receive these funds, EBR is federally required by HUD to develop a Consolidated Plan every five years.

Throughout 2025, the Baton Rouge Mayor’s Office of Community Development will provide opportunities for citizens to voice their concerns and opinions on housing and community development issues in and around Baton Rouge. This will include virtual and in-person opportunities.

This web page will serve as the project home base where you can stay updated on the latest developments, track progress, view results and drafts, and learn about upcoming events. The Consolidated Plan will describe how EBR plans to spend federal grants within and around the community.

gov/communitydevelopment Bayou Rouge Environmental & Planning, LLC is an environmental planning firm based in Southeast Louisiana, focusing on projects at the confluence of science and planning. The firm was established by an urban planner, Maggie Gleason, and an environmental scientist, Savannah Morales.

While working together on projects in the coastal areas of Louisiana and Mississippi, Maggie and Savannah recognized a disconnect in the alignment between environmental science, data, and community planning necessary for sustainable projects.
