HOME Program - Idaho Housing and Finance Association Federal Housing Trust Fund Idaho Workforce Housing Fund Low Income Housing Tax Credits Neighborhood Stabilization Program The HOME Investment Partnerships Program, commonly referred to as HOME, is a Federal block grant designed to help create and sustain safe, decent, and affordable housing for low-income households.
The annual allocation is based on population and documented housing needs. As the designated administrator of Idaho’s HOME Program, IHFA awards HOME funds as gap financing to qualified Idaho housing developers to acquire, construct, or rehabilitate affordable rental housing throughout the state of Idaho.
Qualified nonprofit housing developers are awarded HOME funds as a loan to construct or rehabilitate single-family homes to be sold or rented to qualified low-income households. All HOME-assisted housing has a Period of Affordability of 5 to 20 years depending on the amount of HOME funds received and the scope of the activity (e.g. single-family/multifamily rental, new construction, rehabilitation, acquisition).
National Housing Trust Fund (HTF) The HTF program was created by section 1121 of the Housing and Recovery Act of 2008. HTF provides formula grants to States to increase and preserve the supply of decent, safe, and sanitary affordable housing for extremely low-income households. HTF funds are for rental only projects for either multifamily or single family rental units.
The Period of Affordability for HTF is a minimum of 30 years and is dedicated to the 30% AMI families.

These organizations, referred to as CHDOs are nonprofit organizations that have met very specific HOME requirements and have professional staff with the capacity to develop affordable housing in their community(s). The HOME program requires IHFA to set aside a minimum of 15% of each HOME allocation for eligible housing activities owned or developed by IHFA-certified CHDOs.
A Certified CHDO has met HOME requirements regarding legal status, IRS tax exempt status, organizational structure, and professional development staff capacity. IHFA certifies its CHDOs prior to committing CHDO-Set-aside funds. Rental Housing Development The HOME Investment Partnerships Program provides low interest gap financing to approved developers to create and preserve affordable rental housing throughout the State of Idaho.
