The vision of the Housing and Community Development Division is to enable a better quality of life for all citizens of Jacksonville, by improving the lives of low to moderate income residents, special needs residents, elderly citizens, and homeless households.
The Housing and Community Development Division accomplishes this by providing financial assistance to develop safe, quality affordable housing, pathways to homeownership, infrastructure and public facility improvements, and homeless prevention and services programs. HUD FY26 Pathways to Removing Obstacles to Housing (PRO Housing) Grant Program – City of Jacksonville Notice of Intent to Apply and Seeking Public Comment Open for Public Comment – July 24 through July 31 The City of Jacksonville Housing and Community Development Division (HCDD) is pleased to submit this grant application to the U.S. Department of Housing and Urban Development for the FY26 Pathways to Removing Obstacles to Housing (PRO Housing) Grant Program (CPD-2600-DC-0098) for the implementation of the Pathways Forward JAX – Removing Barriers, Creating Homes, Expanding Affordability (Pathways Forward JAX).
Pathways Forward JAX intends to utilize federal grant funds to improve the overall quality of life and expand affordable housing opportunities for Jacksonville, FL (Duval County) low- to moderate-income residents by removing identified barriers to affordable housing in our communities through the creation of dedicated seed funds for production and preservation of affordable housing.

Fiscal Year 2026-2027 UNIVERSAL APPLICATIONS CYCLE The Fiscal Year 2026–2027 Universal Applications Cycle for the City of Jacksonville’s Consolidated Plan Federal Grant Program is now CLOSED .
FY26-27 UNIVERSAL APPLICATIONS SUBMISSION INFORMATION AND DEADLINE: Applications for non-housing related activities were accepted from public and private nonprofit agencies beginning on Thursday, December 4, 2025 with a deadline of January 8, 2026. MANDATORY TECHNICAL ASSISTANCE and BUDGET WORKSHOP: All non-profit agencies applying for funds are required to attend the Technical Assistance and Budget Workshop.
During the workshop, Housing and Community Development Division staff will review the grant application process, project eligibility, and provide information to assist with application preparation. The required workshops are typically held late November and early December each year, and funding is for October 1st the following year.

LOCAL OPTION AFFORDABLE HOUSING TAX EXEMPTION - APPLICATION FOR CERTIFICATION The 'Local Option Affordable Housing Tax Exemption' provides an ad valorem tax exemption for portions of multifamily projects containing 50 or more residential units, where 20 percent of the project is used to provide affordable housing.
Household income must be greater than 30% but not more than 60% of the median annual adjusted gross income for households in Duval County. Other rules and requirements apply. You must apply for this tax exemption by applying for certification from the Housing and Community Development Division using the application form linked below.
Once received and approved, the certification is sent to the Duval County Property Appraiser for further action. The property owner must apply for certification by January 15 for each year for which such an exemption is claimed. To request an application or to receive the list of projects certified for the 2024 and 2025 tax years, please email HCDDComments@coj.

Housing and Community Development Division administers federal and state funds received from the US Department of Housing and Urban Development (HUD) and the State of Florida. The City of Jacksonville uses a portion of the funds for the Revolving Loan Fund (RLF) to preserve neighborhoods, build and preserve affordable housing, and stimulate economic revitalization across the City. This is a reimbursement loan program.
THIS PROGRAM IS CURRENTLY CLOSED FOR RENTAL HOUSING DEVELOPMENT PROJECTS. There is only limited funding available for homeownership housing development projects. You may still apply for either type of project but your application will only be considered when and if housing development funding is available.

Community Development is responsible for the administration of the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), programs awarded annually to the City of Jacksonville through the U.S. Department of Housing and Urban Development.

According to Section 125. 379, Florida Statutes, and Chapter 122, Ordinance Code, the City of Jacksonville/Duval County is required every three years to adopt an inventory list of all real property within the city to which the City/County holds fee simple title that is appropriate for use as potential affordable housing.

Jacksonville Housing and Community Development Commission Jacksonville Housing Finance Authority The purpose of the Annual Action Plan (AAP) is to provide a concise summary of the actions, activities, and specific federal and non-federal resources that will be used each year to address the priority needs and goals identified in the Consolidated Plan. The Consolidated Plan is implemented through Annual Action Plans.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) The CAPER provides accomplishments and expenditure information on the four HUD funded programs (CDBG, HOME, HOPWA and ESG) administered by the City of Jacksonville during the 2024 Program Year (PY2024) which ran from October 1, 2024 through September 30, 2025. The final PY2024 CAPER was submitted to HUD on December 30, 2025. Please email HCDDComments@coj.

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.
The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs: Community Development Block Grant (CDBG) Program, HOME Investment Partnerships (HOME) Program, Emergency Solutions Grants (ESG) Program, and Housing Opportunities for Persons With AIDS (HOPWA) Program.
The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).
