Through the federal Commun ity Development Block Grant (CDBG) program, the City of Eugene offers assistance for low-income property owners to correct certain conditions that create a threat to the health and safety of the occupants or could cause rapid deterioration of the structure.

Assistance for low-income homeowners of stick frame homes includes 0%, deferred loans, up to $10,000 for most home repair projects and up to $15,000 for roofing projects. If an eligible household has a roof project that will cost less than $10,000, their budget for all projects may not exceed $10,000.

If an eligible household has a roof project that will cost more than $10,000, the roof will be their sole project, and the budget may not exceed $15,000. For low-income manufactured homeowners, grants are available. Grants do not need to be repaid.

This assistance is available to owners of rental housing, including duplexes, when the units are occupied by low‑income tenants with disabilities and the rent is affordable (at or below Fair Market Rent plus $100). With the property owner’s permission, assistance is provided as a grant unless the property is rented or occupied by a family member, in which case it is offered as a zero‑interest deferred loan.

Eligibility requirements for the program are as follows: Property must be within the Eugene city limits and annexed into the City Repairs must be eligible types of work and limited to habitable space areas Applicants must meet low-income requirements , not to exceed 80% of Area Median Income (AMI) Repair of electrical, plumbing, sewer, potable water, or heating systems Re-roof, ceiling or siding repair due to water damage Basic home security measures (broken or inoperable doors or windows) Accessibility improvements, including: Removal of architectural barriers Installation of ramps or modifications to doorways Installation of grab bars, handrails, and lever hardware Installation strobe smoke alarms The maximum assistance per property is $10,000 for most home repair projects and up to $15,000 for roofing-only projects.

Applications are not being accepted at this time. Information for Contractors The City of Eugene is currently soliciting contractors who may be interested in bidding on projects in the Home Repair Program funded by the federal Community Development Block Grant. Contractors on our list must be licensed, bonded, insured, registered with the State of Oregon Construction Contractors Board.

Contractors must also register with the federal System for Award Management, www. sam. gov to obtain a Unique Entity Identifier.

Additionally, contractors must have experience with housing rehabilitation. Contractors who are debarred or excluded from receiving federal funds are not eligible to participate in the program.
