Home Repair Program is sponsored by Habitat for Humanity of Bucks County. This program offers home repair services to homeowners in Bucks County who need affordable interior and exterior home repairs and modifications to increase safety, accessibility, condition, and livability.

Bucks County Home Repair Program | Bucks County, PA 2026 General Primary Unofficial Results Housing & Community Development Bucks County Home Repair Program Bucks County Home Repair Program Through the American Rescue Plan Act of 2021, the Whole Home Repairs Program (WHRP) was created to assist homeowners with home improvements to ensure safety and habitability, energy efficiency and accessibility for individuals with disabilities.

WHRP is administered by the Pennsylvania Department of Community & Economic Development (DCED) and locally by the Bucks County Department of Housing & Community Development (HCD) and its designated partners Capital Access, Inc. and Habitat for Humanity of Bucks County (subrecipients).

Benefit low-moderate income residents of Bucks County; Eliminate health and safety hazards in homes; Promote accessibility, weatherization and energy efficiency; and Improve neighborhoods built environment and encourage long-term stability among residents.

The Bucks County Home Repair Program (BCHRP, pronounced “B-CHIRP”) is a construction-based resource for low-moderate income Bucks County homeowners, and provides qualifying households with necessary health, safety, accessibility, and energy-efficiency related home repairs and modifications. Homeowner-occupied units only.

Services for homeowners include: home repairs and related case management through the home repair process. Services for the community include: workforce development. Applications will be reviewed, prioritized, and approved in accordance with the program guidelines.

Funds will not be paid to homeowners directly. Assistance to homeowners will be provided in the form of: Direct pay to contractors for eligible and approved home repairs (including soft costs); 50% of the funds will be in the form of a grant; and 50% of the funds will be in the form of a deferred payment loan, which carries no periodic interest or principal payments and will be recorded against the property as a mortgage.

The mortgage shall be due and payable upon the sale of the property, transfer of title. Mobile-homeowners: assistance will be provided as a grant only. The following list briefly summarizes the requirements for BCHRP eligibility.

The residential structure must be located in Bucks County; Applicant(s) must be the legal homeowner and reside in the home for last 12 months prior to applying for repair assistance; Applicant(s) total household income (including income from assets in accordance with Part 5 income definition) cannot exceed the PA DCED WHRP eligibility criteria of 80% of Area Median Income (AMI).

The United States Department of Housing and Urban Development (HUD) sets annual income limits establishing the metrics for AMI. The below limits are effective on 4/1/2025 until FY2026 income limits are announced by HUD.

FY 2025 Income Limit Area FY 2025 Income Limit Category Philadelphia-Camden-Wilmington-PA-NJ-DE-MD MSA 80% of Area Median Income 1 2 3 4 5 6 7 8 66,850 76,400 85,950 95,500 103,150 110,800 118,450 126,100 County, borough or township and school real estate taxes on the property must be current; The property must be suitable for rehabilitation and cannot contain tenants; Applicant(s) must be current on their mortgage payments (if applicable) and have homeowner’s insurance; Applicant(s) must be current on their public utilities; Applicant(s) may not have an interest in any other real estate containing a livable structure or an interest in a business other than the business which is his/her primary source of income; and Any additional eligibility criteria as required for compliance with the WHRP administered by DCED or the State and Local Fiscal Recovery Funding (SLFRF) administered by the U.S. Department of Treasury.

Documentation required to be submitted in the application process includes but is not limited to: Deed of property/ Mobile home title (or other proof of legal ownership); Copy of (front and back) Valid driver’s license or other valid government photo ID (state issued photo ID, passport, US permanent resident card); Homeowners Insurance Declaration Page; Tax Returns for the last two consecutive years; Most recent Mortgage statement, if applicable; Most Recent Real Estate Tax Statement; Copy of recent Municipal Utility bill, if applicable (water & sewer, trash collection); Copy of recent Electric bill; Most Recent Home Equity/Line of Credit Statement, if applicable; Verification of income and income from assets owned by household members (see FAQ for more information); Copies of any Code Violation letters from your municipality, if applicable; and Any other verification method that is approved/required by DCED.

On behalf of the County of Bucks, Capital Access, Inc. in partnership with Habitat for Humanity of Bucks County will administer BCHRP. Applicants living in trailers/mobile homes can receive home repair funds if they own the home, regardless of whether they own the land or pay rent. Not all home repairs are eligible.

Repairs that do not focus on health, safety, accessibility, and energy efficiency will generally not be eligible. Home repair materials will be replaced and/or repaired using an IN-KIND grade and like material. No upgrades in materials will be provided.

Once the home repairs are completed, ongoing maintenance (i.e. annual service and/or maintenance including replacement of filters) is the responsibility of the property owner and will not be provided by the program.

Repairs could consist of, but not limited to: Accessibility Modifications Plumbing Repairs Code Violations (that effect habitability of the home) Porch, Stair or Ramp Repair Electrical, wiring, fixtures Roof and Soffit Repair Energy efficiency improvements including insulation, windows and doors Siding and Trim Repair HVAC Repair Water Heater Replacement Lead-Based Paint Removal Window Repair BCHRP will not provide funding for: Application Acceptance Periods As of Tuesday, October 21, 2025, the Bucks County Home Repair Program is not accepting any new applications.

BCHRP can make no guarantees as to whether a given application will be qualified for the program, and/or as to when/if a given home may be served.
