Home Repair Program is sponsored by Housing Development Alliance (serving Breathitt, Knott, Leslie, and Perry counties, Eastern Kentucky). The Home Repair Program helps income-eligible homeowners, particularly older adults, people with disabilities, veterans, and individuals living alone, stay safely and independently in their homes by providing affordable, high-impact repairs.

Hope Building prepares local residents for careers while strengthening the communities they call home.

Learn About Hope Building Volunteers from across the country help build homes, friendships, and hope in Eastern Kentucky. Environmental Review documents are available for a proposed single-family home construction project at 97 Emery Lane, Hazard, KY. Public comments will be accepted through August 25, 2026.

We are a nonprofit 501(c)(3) affordable housing developer based in Eastern Kentucky. Our work spans new home construction, critical home repairs, rental development, disaster recovery, financial education, and workforce training – serving families and individuals across Breathitt, Knott, Leslie, and Perry counties.

Since our founding, our programs have helped well over 3,000 people secure safer housing, improve financial stability, and build a stronger future in the place they call home. Helping families build lasting stability. We help income-qualified families prepare for and achieve homeownership through new, energy-efficient homes built to last.

Families work with us through housing counseling and financial preparation before purchasing a home designed for long-term stability. Helping homeowners remain safely in the homes they love. From critical repairs to accessibility upgrades, our skilled crews help homeowners make essential improvements that protect health, safety, and longevity – at a cost families can afford.

Rental Homes & Apartments Providing affordable homes that create a foundation for opportunity. We offer a limited number of affordable rental homes and apartments for low-income and very low-income households, including single-occupancy housing for individuals experiencing homelessness. HDA does not provide emergency housing or immediate shelter.

Disaster Recovery & High-Ground Development Building resilient communities where families can recover and thrive. After repeated flood disasters, our focus is on lasting recovery – repairing homes outside flood zones and building new homes on higher ground so families can move forward with confidence. Connecting people through service that builds homes and hope.

Build With Us! Groups from across the country partner with HDA to support affordable housing through hands-on volunteer experiences. In 2026, we’re expanding our impact through the Ultimate House Raising Challenge , inviting volunteer teams to play a meaningful role in building homes that will serve families for generations.

Redbud Financial Alternatives Expanding financial opportunity for families and communities. Our partner Redbud, which is a Community Development Financial Institution (CDFI), provides fair loans and personalized financial education to help people break free from debt, prepare for homeownership, and build financial resilience.

Construction Training Program Creating pathways to meaningful careers, renewed purpose, and stronger communities. Hope Building provides hands-on construction training and meaningful employment opportunities for adults seeking a new path forward. Participants gain valuable skills while helping build safe, affordable homes that strengthen families and communities across the Eastern Kentucky counties we serve.

Because a home is more than four walls.

It’s where children grow. Where families gather. Where neighbors become a community.

Where opportunity begins. Every investment in affordable housing creates stronger families, healthier communities, and a brighter future for Eastern Kentucky. 1.

Is there a cost for home repairs? Yes – but repairs are made affordable. Most homeowners receive a combination of grants and low-interest loans based on income, household size, and the type of repair needed.

Cost to the family is usually quite low, with some grants covering the full cost of repair(s). We will explain all costs before any work begins. 2.

Do I have to own my home to qualify? Yes. The home must be owner-occupied , meaning you own the home and live in it.

We are not able to repair homes you plan to move into or homes owned by someone else. 3. What kinds of repairs can you help with?

We focus on critical health and safety repairs , accessibility improvements, and major home rehabilitations. This can include roofs, floors, plumbing, electrical issues, ramps, HVAC (through a subcontractor), and more. Cosmetic repairs are generally not eligible.

4. How long will it take to hear back after I get started? Due to high demand – especially following recent flood disasters – response and wait times are longer than usual.

After you submit the Get Started form, our staff will contact you when your request reaches the next step. We appreciate your patience. 5.

Why are there two forms? We use two forms to make the process easier and more efficient for homeowners. The Get Started form is a short first step that lets us understand your situation and determine which repair programs may be a good fit.

After reviewing that information, an HDA staff member will contact you to talk through next steps. The Home Repair Intake form is the full application and collects detailed information needed to determine eligibility and funding options. Most people begin with Get Started – our team will help you from there.

6. Does flooding affect my eligibility? We assist homeowners who were affected or impacted by flooding , whether repairs are flood-related or not.

Flood-related needs may qualify for specific funding sources, but all requests are reviewed individually. Please fill out this contact form and let us know what kind of help you need. A member of our staff will contact you ASAP.

The state of Kentucky has funded the construction of "high-ground communities," where subdivisions will be constructed for qualifying flood survivors and those who want to move out of the flood zone. Yes, but I'm also open to other options. I am ONLY interested in the high-ground sites.
