Homeland Security Grant Program (HSGP) is sponsored by FEMA (Federal Emergency Management Agency). The Homeland Security Grant Program is a suite of risk-based grants that assists state, local, tribal, and territorial efforts in preventing, protecting against, mitigating, responding to, and recovering from acts of terrorism and other threats. It funds a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration.
On June 15, FEMA opened simultaneous application windows for the FY 2026 Emergency Management Performance Grant ($337 million) and the FY 2026 Emergency Operations Center Grant ($83 million). Both close July 15. The combined $420 million pool funds personnel, training, equipment, planning, and EOC construction across state, local, tribal, and territorial governments.
