Homeland Security Grant Program | Georgia Emergency Management and Homeland Security Agency The Homeland Security Grant Program supports the core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs. The HSGP supports the Quadrennial Homeland Security Review Mission to Strengthen National Preparedness and Resilience.
HSGP funds a range of activities, including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas. At least eighty percent (80%) of funds must be passed through to local or tribal units of government.
At least thirty-five percent (35%) of the overall HSGP funds received by the state must be dedicated towards law enforcement terrorism prevention activities (LETPA). Funding for this program is provided to Georgia Emergency Management and Homeland Security Agency (GEMA/HS). GEMA/HS is the state Administrative Authority for this program.
Funding is provided by the U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and Grant Programs Directorate (GPD). Supporting Homeland Security Task Forces and Fusion Centers Enhancing and Integrating Cybersecurity Resiliency Enhancing Election Security Border Crisis Response and Enforcement Support Example activities under border crisis response and enforcement support may include: Participation in the Department of Homeland Security/Immigration and Customs Enforcement 287(g) training program.
Cooperation with Immigration and Customs Enforcement detainers. Other jurisdictional responsibilities to support the enforcement of United States immigration law. State Homeland Security Program (SHSP): The SHSP supports state, tribal, territorial, and local preparedness activities that address high-priority preparedness gaps across all core capabilities that support terrorism preparedness.
Urban Area Security Initiative (UASI): The UASI program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
Operation Stonegarden (OPSG): The OPSG Program supports enhanced cooperation and coordination among Customs and Border Protection (CBP), United States Border Patrol (USBP), and local, Tribal, territorial, state, and Federal law enforcement agencies.
The OPSG Program funds investments in joint efforts to secure the United States' borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with international water borders. The Department of Defense FY2026 Defense University Research Instrumentation Program (DURIP) provides funding for U.S. universities to acquire research equipment and instrumentation in areas important to national defense, including AI and machine learning hardware. The program is administered jointly by the Army Research Office (ARO), Office of Naval Research (ONR), and Air Force Office of Scientific Research (AFOSR), with approximately $34 million available and 95 awards anticipated. Vinnova, Sweden's national innovation agency, funds projects developing applied AI solutions for Swedish industry through its Advanced Digitalization Programme. Each project can apply for between 2 and 10 million SEK (approximately $190,000 to $950,000 USD) covering up to 50% of eligible project costs. The total call budget is 60 million SEK.
