Homeless Housing, Assistance and Prevention (HHAP) Grant Program

Homeless Housing, Assistance and Prevention (HHAP) Grant Program is sponsored by California Department of Housing and Community Development (HCD) / Regional Task Force on Homelessness (San Diego). HHAP is a block grant program providing funds to local jurisdictions to address homelessness challenges.

Homeless Housing, Assistance and Prevention (HHAP) Grant Program – Regional Task Force on Homelessness San Diego Homeless Housing, Assistance and Prevention (HHAP) Grant Program Homeless Housing, Assistance and Prevention (HHAP) Grant Program Homeless Housing, Assistance and Prevention Grant Program (HHAP): The HHAP funding is a block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.

Spending must be informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing. HHAP Reporting & Public Transparency RTFH is required to submit monthly and annual HHAP expenditure and performance reports to the California Department of Housing and Community Development (HCD).

These reports are available through the State’s HHAP Dashboard and public reporting portal. The State dashboard provides a high-level overview of total funds awarded and expended by jurisdiction.

Because HHAP funding includes multi-year spending periods, set-asides, performance milestones, and evolving state requirements, RTFH is currently developing enhanced local dashboards that provide additional context about how funds are obligated, contracted, and invested to drive housing outcomes in San Diego County. These local dashboards are under development and will be published on this page once finalized.

HHAP Round 1: Approx. $10. 7M – 5-Year Grant Period (ends June 30, 2025) One-time funds to provide local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.

Statutorily, funds must be fully expended by June 30, 2025. Does not require a shelter declaration, but did require demonstration of partnership and collaboration with the County and the City (if a large City, which San Diego is). HHAP Round 2: Approx. $5. 1M – 5-Year Grant Period (ends June 30, 2026) One-time funds to build on regional coordination developed through previous rounds of HCFC funding-HEAP, HHAP, and COVID-19 Emergency funding.

Statutorily, funds must be fully expended by June 30, 2026 HHAP awards have been made and awarded 17 contracts, will be receiving around $3. 1M. Client Flex funds were taken out of the contracts and will be using the RTFH Resolution Strategies.

This will allow more providers to access funding and ensure funding is proportional to need. The amount requested by HEAP grantees exceeded the amount of HHAP funding made available in this first round of funding. HHAP Round 1 and 2 will be combined to be spent over a 3-year period currently targeted for July 1, 2022-June 30, 2025 – this time frame can be adjusted as needed and allows us to act if there is an immediate need as well.

7M – 5-Year Grant Period (ends June 30, 2026) Rapid Rehousing Rental assistance and landlord incentives (security deposits, holding fees). Operating Subsidies Support for affordable/supportive housing, emergency shelters, interim housing, and navigation centers. Street Outreach Connect people experiencing homelessness to housing and services.

Services Coordination Link clients to workforce, education, training, and other supports for housing stability. Systems Support Build regional partnerships and maintain coordinated homeless services, focusing on vulnerable populations like families and youth. Permanent Housing & Innovation Deliver permanent housing, including creative solutions such as hotel/motel conversions.

Prevention & Shelter Diversion Crisis resolution, mediation, light touch financial assistance, and other strategies leading directly to housing. New Navigation Centers & Emergency Shelters Establish new centers/shelters based on need, prioritizing housing as the main goal. HHAP Round 4: Approx.

$11. 2M – 5 Year Grant Period (ends June 30, 2027) Rapid Rehousing Rental assistance and landlord incentives, including security deposits and holding fees. Operating Subsidies Support for new or existing affordable/supportive housing, emergency shelters, and navigation centers.

Includes operating reserves. Street Outreach Help individuals experiencing homelessness access permanent housing and supportive services. Services Coordination Connect clients to workforce, education, training programs, or other services promoting housing stability.

Systems Support Build regional partnerships and maintain a coordinated homeless services system, focusing on vulnerable populations such as families and homeless youth. Permanent Housing & Innovation Deliver permanent housing and innovative solutions, including hotel and motel conversions. Prevention & Shelter Diversion Support pathways to permanent housing, including rental subsidies.

Interim Sheltering Support for clinically enhanced congregate shelters, new or existing non-congregate shelters, and operations of navigation centers/shelters based on need. Emergency Shelter Improvements Make improvements to existing shelters to lower barriers and increase privacy. HHAP Round 5: Approx.

$14. 7M – 4 year grant period (ends June 30, 2028) DRAFT HHAP 5 Collaborative Application HHAP 5 Submitted Application 3/26/24 HHAP 5 Amended Application 5/23/24 HHAP 5 Amended Application 7/23/24 Permanent Housing Costs Includes permanent housing, innovative housing solutions, rapid rehousing, prevention and shelter diversion, and operating subsidies for permanent housing.

Interim Housing Covers operating subsidies for interim housing, new interim housing, and improvements to existing interim housing. Support Services & Systems Support Includes street outreach, services coordination, and broader systems support. Youth Set Aside Dedicated resources for youth-specific housing and services.

HMIS Support (1%) Funding for Homeless Management Information System support. Administrative Costs Eligible administrative expenses related to program operations. HHAP Round 6: Approx $12.

9 M- 3 year grant period (ends June 30, 2029) HHAP Round 6 – Program Intent The goal of HHAP 6 is to prevent and quickly reduce unsheltered homelessness across California. HHAP 6 Collaborative Application – original submission 8/29/2025 HHAP 6 Collaborative Application – amended submission 10/29/2025 Category 1: Permanent Housing Solutions Prevent or serve those experiencing unsheltered homelessness, including people from encampments.

Rapid Rehousing & Rental Assistance Operating Support for Permanent Housing Supportive Services & Case Coordination Housing Development & Capital Funding Category 2: Homelessness Prevention Activities including people from encampments. Help people at risk of homelessness stay housed.

Prevention & Diversion Programs Programs to prevent unsheltered homelessness Category 3: Interim Housing Solutions Provide temporary housing for those experiencing homelessness. Interim Housing Operations Supportive Services & Coordination New Interim Housing Capital Improvements to Existing Interim Housing Category 4: Non-Housing Solutions Support services and infrastructure for people experiencing unsheltered homelessness.
