Homeless Services Grant | Our Path Home City of Boise's Homeless Services Grant The City of Boise is committed to doing everything we can to ensure that there is a place to live for every resident, at every budget. This includes addressing homelessness in our community.

The City of Boise funds grants for homelessness services each year from the Neighbors in Need (NIN) Fund and can obligate additional monies for a homelessness services purpose when funding is available. The funds available during any given year are combined into a single grant process, the Homelessness Services Grant, that funds projects beginning on October 1st and ending on September 30th of the following year.

The City serves as the Collaborative Applicant for Our Path Home, the public-private partnership working to make homelessness in Ada County an increasingly rare, brief, and singular experience. Because of this commitment and role, the city continues to bolster the work of Our Path Home partner agencies by investing in evidence-based best practices to better serve our community.

Our Path Home is charged with leading a granting process and making a recommendation to City of Boise leadership on how to best utilize funding to address homelessness and achieve prioritized system outcomes. Application Update – Re-Opening for 30 Day Period to Accept New/Updated Applications The FY27 HSG application submission period will be re-opened through SEPTEMBER 9th, 2026, at 11:59 p. m.

During this time, new applications may be submitted and applicants who submitted during the initial application period may modify, supplement, or replace their initial applications. Initial applicants will need to request a reopening of their application by emailing info@ourpathhome.

org The application period is being re-opened in an effort to encourage applications that will permit the City to meet its original goal that approximately 70% of awards be made to qualified applicants offering programs for households experiencing literal homelessness. Less than 10% of the applications submitted during the initial application period were for programs serving this primary beneficiary group.

The majority of applications submitted focus on homeless prevention, which, as originally stated, is intended to comprise at least 30% of awards made. This application extension period is intended to provide an opportunity for organizations to align with OPH’s priorities and primary beneficiary groups through the FY27 HSG grant applications.

Applicants who have already submitted applications are not required to modify, supplement, or replace their original applications. Applications submitted during the initial application period that are not adjusted on or before August 12, 2026, will still be reviewed and scored, together with any adjusted applications, and any new applications from other organizations received by the new submission deadline.

The City of Boise reserves the right to award, or not, funding from HSG, at its discretion. In the event this solicitation process does not result in applications to sufficiently enable the City of Boise to meet its goals for prioritized beneficiaries, the City may choose to use FY27HSG funding for such purposes separate and apart from this grant process.

org . FY27 Funding Total funding available is $382,000. FY27 Priorities and Eligibility The City, in support of Our Path Home, is soliciting project applications for FY27 funding.

The call for applications prioritizes the following intended beneficiaries: Residents experiencing homelessness (24 CFR 578. 3 ), including those that have recently exited homelessness and are being supported to sustain their housing Residents at-risk of homelessness ( 24 CFR 578.

3 ), especially those exiting publicly funded facilities, systems of care, in a legal eviction process, and whom have prior experience of homelessness within the last 24 months To ensure that funding supports programs that address both beneficiaries, at least 30 percent of the awards will be made available to programs that prevent homelessness so long as qualified applicants are identified.

To align funding with performance measures and local data, programs or projects will be evaluated differently based on their intended beneficiary population.

The programs and activities will be prioritized based on their impact on system performances measures, ranked using the following order within each beneficiary group: Residents experiencing homelessness: Exits from homelessness – Program facilitates direct exits from homelessness to appropriate permanent housing Housing Stability - Housing stability services for individuals that have exited homelessness or exited a supportive housing program that continue to rely on assistance to stay housed Housing focused crisis response services – Crisis response services that include housing placement focus Other crisis response services – Crisis responses services that address basic needs but lack housing placement focus Residents at-risk of homelessness Prevent imminent homelessness Exiting a publicly funded institution without permanent housing Prevent eviction of individuals that have exited homelessness or a supportive housing program within the last 24 months Expected loss of housing within 2 months lives in housing that has characteristics associated with instability and an increased risk of homelessness Eligible activities must: Serve residents of the City of Boise Serve households with an income of 80% or below Area Median Income (AMI), as defined by the US Department of Housing and Urban Development; (see City of Boise income guidelines here ) Application Requirements Grantees must comply with all applicable fair housing and civil rights requirements in 24 CFR 5.

105(a). In addition, grantees must make rental assistance and services available to all on a nondiscriminatory basis and ensure that all City of Boise residents have equal access to information about the program and services available and equal access to the financial assistance and services provided.

Grantees are required to affirmatively further fair housing for the protected classes: race, color, national origin, religion, sex, disability and familial status.

Examples of affirmatively furthering fair housing include: Marketing the program to all eligible persons, including persons with disabilities and persons with limited English proficiency Making buildings and communications that facilitate applications and service delivery accessible to persons with disabilities Providing fair housing counseling services or referrals to fair housing agencies Informing program participants of how to file a housing discrimination complaint Recruiting landlords in areas that expand housing choice Application Process and Timeline The Our Path Home Executive Committee (OPH EC) oversees the grant making processes and makes a recommendation to the Boise Mayor and City Council regarding the expenditure of funds.

The OPH EC designates FUND Committee to run the process, staffed by Our Path Home team members. The grant review team will set up the process, review the applications and provide a recommendation to the OPH EC. The OPH EC will review and determine a final funding recommendation that will be sent to the Boise Mayor and City Council for final review and approval.
