Homeowner Assistance Program (HAP)

Homeowner Assistance Program (HAP) is sponsored by Urban Redevelopment Authority of Pittsburgh (URA). The Homeowner Assistance Program provides financial assistance to homeowners for rehabilitating and improving residential owner-occupied properties within the City of Pittsburgh. Funds must be used to address major City Code violations prior to any general repairs.

Homeowner Assistance Program Homeowner Assistance Program Homeowner Assistance Program The Homeowner Assistance Program provides grants to eligible homeowners for rehabilitating and improving their homes. The Homeowner Assistance Program provides financial assistance up to $35,000 to homeowners for rehabilitating and improving their homes within the City of Pittsburgh.

Funds must be used to address any major City code violations prior to any general repairs. The Homeowner Assistance Program closed March 14, 2025. We are no longer accepting applications for the program.

The Homeowner Assistance Program is made possible through the City of Pittsburgh's Housing Opportunity Fund. The program provides grants that may be used for the following: To bring homes into compliance with City of Pittsburgh codes To undertake energy efficiency improvements To undertake eligible general property improvements Applications will not be accepted on a first-come, first-served basis.

Applicants that meet one or multiple of the following criteria are encouraged to apply for this program: Households with major code violations Households with children ages 5 and under Households with seniors (66 years and older) Households with individuals or veterans with disabilities Households with income at or below 30% of the Area Median Income (see income chart below) Homeowners must reside within the City of Pittsburgh.

Homeowners must own and reside at the property that is to be improved. Homeowners must not have any outstanding County, City, and School District real estate taxes, or be up to date on a payment plan. Homeowners must have a current homeowners insurance policy for the property Homeowners must earn less than 80% of the Area Median Income (see income chart below) An application to the program does not guarantee a grant award.

Homeowners may apply for up to $35,000 in financial assistance. Funds are provided in the form of a grant with a 10-year deed restriction. If the homeowner sells or transfers the property prior to the 10-year deed restrictive covenant term, the home must be sold to a buyer whose income is below 80% of the Area Median Income.

Applications must be submitted through the HOME Allegheny online portal. New applicants must register for an account within the portal. Paper applications will not be accepted.
