Homeowner Rehabilitation and Reconstruction Program (HRRP) (Georgia - 2023/2024 Storms) is sponsored by Georgia Department of Community Affairs (DCA). This program provides assistance to single-family homeowners in eligible counties in Georgia for rehabilitation, reconstruction, or replacement of storm-damaged homes due to Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene in 2023 and 2024.

2023/2024 Homeowner Rehabilitation and Reconstruction | Georgia Department of Community Affairs 60 Executive Park South, NE In 2025, the U.S. Department of Housing and Urban Development (HUD) awarded the State of Georgia $265,726,000 in Community Development Block Grant - Disaster Recovery (CDBG-DR) funds to address the unmet needs of areas impacted by the storm events of Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene between 2023 and 2024.

A portion of these funds have been allocated by the state to the Homeowner Rehabilitation and Reconstruction Program (HRRP) to aid homeowners in affected areas with the restoration of their storm-damaged homes.

This program is designed to provide safe, secure, and disaster-resistant housing for residents impacted by the 2023 and 2024 hurricanes and tropical storm events which are critical to the long-term recovery strategies of the communities identified as Most Impacted and Distressed (MID). It will address rehabilitation, reconstruction, replacement, and/or elevation of existing or destroyed housing units.

The program is available to single-family homeowners who owned the property at the time of the disaster and were using the home as their primary residence.

Residents residing in the following counties may be eligible for assistance: Appling, Atkinson, Bacon, Ben Hill, Berrien, Brooks, Bryan, Bulloch, Burke, Candler, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Effingham, Emanuel, Evans, Glynn, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long, Lowndes, McDuffie, Pierce, Richmond, Screven, Tattnall, Telfair, Tift, Toombs, Treutlen, Ware, Washington, Wayne, Wheeler, and Wilkes.

LIMITED FUNDING AVAILABLE: Applications for the Homeowner Rehabilitation and Reconstruction Program (HRRP) will be processed on a first-come, first-served basis, and homeowners are strongly encouraged to complete their applications as soon as possible. An application will be considered complete only once all required information and documentation have been submitted and reviewed for accuracy.
