Students recognized with the "Honorary Secretaries of State" designation have proven to their school, community, and state that they want to see more young people in West Virginia voting and playing an active role in the democratic process. Students recognized as Honorary Secretary of State are leaders committed to registering, informing, and mobilizing their peers to vote.
The HSOS Program recognizes high school students who are active with registering people to vote in their schools and communities. Honorees spend time in the Secretary of State's Office shadowing the Secretary of State for a typical work day during the legislative session. These students learn about the core functions of the Office, including our Elections, Administrative Law, Business and Licensing divisions.
Students recognized as Honorary Secretaries of State must satisfy the following requirements: The student must play an important role in a student-led voter registration drive at their high school Their high school must qualify for the Jennings Randolph Award for Civic Engagement * The student must be nominated by their school Principal * Schools that qualify for the Jennings Randolph Award for Civic Engagement must register to vote at least 85% of their eligible student body.
