HORIZON-CL2-2026-01-DEMOCRACY-10 - EU Funding Call for proposals to support research that helps EU institutions and national decision-makers foster democratic resilience through enhanced media and digital literacy. Armed with a total budget of €12. 00 million, the commission plans to fund multiple projects with individual award ranges between €3.
50 million and €4. 00 million. To qualify for funding, proposals must be submitted by a consortium featuring at least one independent legal entity from an EU Member State and at least two other independent entities from different Member States or Associated Countries.
Funded projects are required to adopt a multi-actor approach, exploring how individuals engage with information online and investigating how algorithms amplify emotive content to drive polarization, decrease trust in public institutions, and facilitate Foreign Information Manipulation and Interference (FIMI).
To assist educators and policymakers, the research should critically assess existing media literacy initiatives and utilize computational tools—such as Social Network Analysis and Natural Language Processing—to map disinformation and detect Coordinated Inauthentic Behaviour.
Ultimately, the selected projects must deliver strategies to improve critical thinking and evidence-based decision-making among citizens, particularly focusing on vulnerable groups, while exploring potential synergies with the Joint Research Centre (JRC) and other EU-funded initiatives.
