This Research and Innovation Action (RIA) is part of the AI, Data and Robotics Partnership and represents one of the largest individual AI research topics in the 2026 Horizon Europe work programme, with approximately EUR 19 million allocated per project for two selected consortia.
The topic targets development of advanced agentic AI systems that can perceive, reason, plan, and act autonomously in complex real-world environments, going beyond current chatbot and assistant paradigms to AI systems that can execute multi-step tasks, coordinate with other agents, and interact safely with humans and physical environments.
Projects are expected to address key challenges including agent reliability and trustworthiness, multi-agent coordination, grounding in physical or digital environments, and alignment with human intent. The call falls within the second batch of 2026 Digital calls (HORIZON-CL4-2026-05) which allocated EUR 85. 5 million to support open strategic autonomy in digital and emerging technologies.
