HLC also distributes funding to municipalities, oversees the state-aided public housing portfolio, and operates the state's Emergency Family Shelter (EA) program. HLC offers programs to help prevent homelessness and to help people afford housing. It also offers housing programs and financial assistance for municipalities, local housing authorities, non-profit organizations, and developers.

Massachusetts Community Development Block Grant (CDBG) FFY 2026 is a federal grant administered by the Massachusetts Executive Office of Housing and Livable Communities, providing HUD funds on a competitive basis to municipalities with populations under 50,000 that are not designated as HUD entitlement areas.
