2027 ESG & HOPWA - CHIP Indy The City of Indianapolis Department of Metropolitan Development (DMD) has now begun the 2027 Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS/HIV (HOPWA) Application cycle. This is an annual opportunity for nonprofit agencies to apply for funding to support certain housing stability efforts in Marion County and Central Indiana.
Emergency Solutions Grant (ESG) The ESG program provides funding to engage homeless individuals and families living on the street; improve the number and quality of emergency shelters for homeless individuals and families; help operate these shelters; provide essential services to shelter residents; rapidly re-house homeless individuals and families; and prevent families/individuals from becoming homeless.
Housing Opportunities for Persons with Aids/HIV The HOPWA Program is the only federal program dedicated to the housing needs of people living with HIV/AIDS. Under the HOPWA Program, funding is granted to nonprofit organizations for housing stability programs that benefit low-income persons living with HIV/AIDS and their families.
Indianapolis’ service area includes Boone, Brown, Hancock, Hamilton, Hendricks, Johnson, Madison, Marion, Morgan, Shelby and Tipton counties. Interested applicants must submit applications through OpenGov. Application submissions are due no later than October 2, 2026 at 4:59PM EST.
