##### * General Eligibility: Applicants must **reside within the City of Phoenix**, its territories, or **pay for City of Phoenix water services**. * HOPWA Program Specific Eligibility: For those applying for the Housing Opportunities for Persons With AIDS (HOPWA) program, applicants must reside in either **Maricopa County** or **Pinal County**. * All questionnaires will be evaluated for income eligibility.
