Eligible projects may include: Analysis to address all applicable Statewide Land Use Planning Goals within the unannexed area, including natural and cultural resources, hazards, parks, transportation, and public facilities.

gov | 971-458-3270 UGB Expansion Area Planning Grants Overview UGB Expansion Area Planning Grants Application "PowerPoint" Program Overview Webinar Visit DLCD's YouTube Channel to view April 9, 2026, Program Overview Webinar Application deadline has been extended from June 5 to June 12, 2026 Amendment 1 - UGB Expansion Area Planning Grants Overview Amendment 1 - UGB Expansion Area Planning Grants Application Wetland Technical Assistance Grants Who can apply: Cities and counties statewide Description: These grants will fund wetland-related planning work for cities that will facilitate housing development.
Specifically, program funding will support jurisdictions to: Develop Local Wetlands Inventories (LWIs) for citywide urban growth boundaries (UGBs), or within urbanizable areas within UGBs where housing development is planned, including UGB expansion areas. Establish the city's development and protection regulation program based on LWIs in compliance with Statewide Planning Goal 5.
Develop site-specific determinations of uplands, wetland delineations in areas planned for housing development, and plans for avoidance or permittee-responsible mitigation. Application period: October 27 to November 24, 2025 Grant award decision date: Early December, 2025 Grant sizes: Senate Bill 5528 appropriates $500,000 to DLCD to support wetlands planning work in order to facilitate housing development on buildable lands.

The grants must align with the priorities provided in DLCD's Grants Allocation Plan . Application period: The grant application window for the 2025-27 biennium closed October 10, 2025.

Green Infrastructure Master Plans and Implementation: Public body and Indian tribe federally recognized in Oregon. Description: This program offers grants for green infrastructure projects, native seed banks and native plant nurseries, and green infrastructure master plans. Green infrastructure is infrastructure that mimics natural systems, such as urban green space and parks, trees, rain gardens, and bioswales, among others.

Develop, adopt, and implement urbanization and public facilities plans to support development readiness or amend an Urban Growth Boundary (UGB) where a need is identified. Update local development codes and comprehensive plans to comply with applicable state housing statutes and reduce regulatory barriers to housing production. Develop, adopt, and implement plans needed to support Tribal housing planning.

gov | (971) 375-5975 Planning Grant information In the past this grant program awarded communities with funds to complete tasks associated with their periodic review work program . However, with a reduction of funding in the department's technical assistance grant program in 2009, the department and commission have not required any local governments to initiate a periodic review program since then.
The department encourages local governments to voluntarily initiate periodic review and will work with those local governments to provide resources to help with those efforts if funds are available.
